- Abstract
- It was Korea Land Corporation(KLC) which carried out Public Private Partnership Mixed Use Development(PPP MXD) in the land development areas for the first time in 2001. Less than 10 years the projects number around 30 over the nation as of March 2008, however, none of the projects is officially completed and nobody can expect what the precise numerical results of its effects and capital gains will be yet except one or two projects whose constructions were over in 2008. Under this circumstance I am much concerned about the future of many other projects which are undergoing. Here I would like to examine several PPP MXD cases, find some problems of the PPP MXD system, and suggest some better ways to support the PPP MXD projects in return.
First I examined three cases of Yongin Jukjoen Greencity Project, Yongin Dongbaek Junwave Project, Hwasung Dongtan Metapolis Project to find out how the projects work out and what the problems are. Then I conclude it is essential for the successful completion of the PPP MXD to set up a master plan for the best use of the area, to select the best partnerships with strict standards, to make the financial investors join the process, and to run AMC(Asset Management Company) with clarity and objectivity. Lastly, the public(like Korea Land Corporation) should define a role between the participants and should not lose the control all over the process to keep the public good, which is the purpose of the projects.
