최근 국내의 직업병 논란에 대한 산업보건전문가의 인식도 조사연구

Abstract

본 연구에서는 지난 몇 년간 우리나라 사회에서 커다란 논란이 된 바 있는 반도체 제조공장에서의 직업병 논란에 대해 산업위생전문가 및 실무자들을 대상으로 이와 관련된 인식도 및 의견을 조사·분석한 것이다. 조사대상은 2011년 8월 25일에 개최된 한국산업위생학회 하계 학술대회 참석자를 대상으로 실시하였으며, 조사대상자는 설문조사에 응해 준 159명이다. 조사방법은 설문조사지를 배포하여 자기기입식으로 작성하도록 한 후 회수하였다. 조사대상자는 총 159명이었으며, 남자가 110명(69.2%), 여자는 49명(30.8%)이었다. 연령별 분포는 20대가 59명(37.1%), 30대가 56명(35.2%), 40대가 30명(18.9%) 그리고 50대 이상은 14명(8.8%)이었다. 전공별로는 산업위생이 133명(83.6%), 산업간호가 2명(1.3%), 산업의학이 3명(1.9%), 환경이 15명(9.4%), 그리고 기타가 6명(3.8%)이었다. 응답자의 소속은 사업장이 13명(8.2%), 측정기관이 56명(35.2%), 보건관리대행기관이 5명(3.1%), 대학 및 연구소가 36명(22.6%), 검진기관이 7명(4.4%), 공공기관은 28명(17.6%)이었으며 학생이 14명(8.8%)이었다. 조사대상자는 최근 반도체제조 공정의 백혈병 논란에 대한 사실에 대해서는 31%(41명)가 구체적으로 알고 있으며, 45.9%(73명)는 대략적으로 알고 있었다. 반도체 백혈병 논란에 대한 관심도에 대해서는 응답자의 75%이상이 높은 수준의 관심을 보이고 있었다. 2008년 한국산업안전보건공단 산업안전보건연구원에서 실시한 역학조사와 2009년 서울대학교 보건대학원 백도명 교수팀에서 실시한 반도체 공장관련 조사에 대한 신뢰도를 평가한 결과는 높다는 응답이 낮다는 응답보다 많았으나 2011년 삼성에서 미국 인바이런사를 통해 자체적으로 조사한 결과에 대한 신뢰도는 높다는 응답보다 낮다는 응답이 더 많았다. 고용노동부, 근로복지공단, 산업안전보건공단 및 법원 등 정부기관 및 관련단체에 대한 신뢰도는 중간정도였으며, 시민단체나 전문가 및 학술단체에 대한 신뢰도는 높은 편이었다. 응답자의 72%는 반도체 공장의 백혈병이 작업환경 또는 업무에서 기인한 직업병이라고 생각하는 것으로 나타났다. 반도체 공장의 백혈병 논란과 관련하여 가장 책임이 큰 기관이나 단체로는 응답자의 79%가 삼성(사업장)이라고 응답하였고, 11.8%는 고용노동부라고 응답하였다. 응답자의 51%는 반도체의 백혈병 문제에 대한 해결의 열쇠를 쥔 제1순위 기관으로 사업장을 꼽았고, 응답자의 18%는 고용노동부라고 응답하였다. 반도체 백혈병 환자에 대한 산재보상에 대해서는 응답자의 78%가 그래야 한다고 응답하였다. 산재보상보험과 별도로 사업장측에서 보상을 해야 하는가에 대한 설문조사에서도 응답자의 75.5%가 그렇다고 응답하였다.| The purpose of this study was to examine the awareness, perception and opinion of industrial hygienists for recent debate on the occupational diseases in the semiconductor industries. A self-administering written questionnaire was employed for this survey. The questionnaire was distributed to those who attended the 2011 Summer Conference of the Korean Society of Occupational and Environmental Hygiene. Total number of respondents was 159. Male was 110(69%) and Female was 49(31%). Majority(84%) were in industrial hygiene field and some(9.4%) were in environmental area. Occupational nurses and physicians were 1.3% and 1.9% respectively. Most of respondents were well aware of the recent debate on the leukemia cases in the semiconductor manufacturing industry. Thirty one percent of respondents were aware of the debate in detail, and 46% in general. More respondents evaluated reliable for the epidemiology study conducted by the Occupational Safety and Health Research Institute, KOSHA in 2008 and comprehensive study and investigation on the wafer fabrication workplace including Samsung, Hynix, and Amkortechnology Korea in 2009. However, for the result of the investigation conducted by the Environ Consultant which was done by the Samsung's request, the number of respondents who evaluated as non-reliable was larger than that of respondents who evaluated as reliable. On the question for evaluation of credibility for the Ministry of Employment and Labor, Korea Workers Welfare Corporation and KOSHA, most respondents classified into middle class. On the contrary, NGO and academic societies earned high level of credibility. Seventy two percent responded that the leukemia cases were related to workplace environment and their job. Industry (Samsung) was picked as the most responsible organization in this debate by 79% of respondents. 11% picked the Ministry of Employment and Labor. In addition, the industry (Samsung) was pointed as the most important organization to settle down this debate by 51% of respondents. 18% indicated the Ministry of Employment and Labor. Majority(78%) of respondents agreed that the patients should be compensated by the Workers Compensation Insurance. Also, 76% responded that industry had to make compensation for the patients besides the Workers Compensation Insurance.
