Abstract
The purpose of this study is to survey the parents participating in the after-school programs and the teachers operating the programs in order to review the conditions of the programs and thereby, explore the ways to activate them.
Based on the findings from this study, the following measures to activate the after-school programs for lower-grade elementary children are suggested as follows;
First, it is necessary to develop a well-balanced and systematic after-school programs, so that the young children can be educated extracurricular on personality and art/sports.
Second, it is essential to develop the after-school programs differentiated among regions and grades.
Third, in order to operate more effective after-school programs, more teachers need to be deployed. To be so, it is necessary for the education administration to support and manage the after-school programs.
Fourth, in order to implement the after-school programs systematically, it is required to rearrange relevant codes and guidelines, while establishing a unit devoted to the programs.
Fifth, in order to benefit the lower-income working mothers, it is deemed necessary to extend the program hours into the night.
Sixth, it is necessary to open the elementary school classrooms in order to accommodate and operate the increasing after-school programs effectively.
Seventh, it is deemed necessary to introduce a national certification system for children's counsellors in charge of the after-school programs, because parents prefer such counsellors most.
Eighth, in order to reduce the cost for the lower-income parents, it is required of public facilities or private buildings to be open to children's after-school programs.
So far, the measures to activate the after-school programs for lower-grade elementary children have been discussed. Lastly, it is hoped that this study will be followed up by future studies addressing the problems involving the physical environment for after-school programs and suggesting more specific measures to activate the after-school programs.
