- Abstract
- The purpose of this study was to provide basic materials available for the activation of the elementary school steering committee in a desirable direction by identifying the perception of teachers and schoolchildren' parents on the operation of the elementary school steering committee and the realities of its operation.
For this purpose, this study used the review of the relevant literature and the questionnaire research. Questionnaires were distributed to a total of 724 teachers in public elementary school located in both the rural area and the urban area in Kyonggi Province and parents(454 teachers and 270 parents). The questionnaire was made up of 29 items pertaining to the deliberative matters of the elementary school steering committee, its role, and its activation plan. They were asked to complete the questionnaire. Data from the questionnaire were statistically processed using SAS(Statistical Analysis System).
As a result, the following findings were obtained:
First, an attempt was made to investigate the difference in perception of teachers and schoolchildren' parents on the deliberative matters of the elementary school steering committee. As result, it was found that teachers were well-informed of the deliberative matters of the elementary school steering committee. But schoolchildren's parents were ill-informed of it. Both teachers and parents were positively conscious of the matters deliberated on by the elementary school steering committee. But it was found that both groups had the conflicting view on such matters as the operation of the curriculum, expenses borne by schoolchildren s parents, school operating expenses, school development funds and the like.
Second, an attempt was made to investigate the average level of perception by peer group on the performance of the role of the elementary school steering committee. Both groups made a positive assessment of it. They generally made a positive perception of the performance of steering committeemen's role. Teachers made a low perception of parents' and local members' knowledge and opinion on the major deliberative matters of the elementary school steering committee, teachers(M=less than 3), whereas parents made the high perception of it, more than the mean(M=3), which indicates that there was a great difference in opinion on it.
Third, an attempt was made to investigate the difference in perception on the activation plan of the elementary school steering committee. Both groups showed the high perception of the necessity for the establishment of the coordination committee and the subcommittee and the role of the schoolmaster to activate the elementary school steering committee. Accordingly, it was found that it is necessary to establish the institutional arrangement to provide for the cooperative system between school members, And it was found that both groups perceived the necessity for the prior notice of the in-service training and deliberative matters of the elementary school steering committee and the need for the opening of the meeting.
As a result of synthesizing the facts analyzed through this study, both the perception of teachers and parents on the operating realities of the elementary school steering committee. can be positively evaluated, but both groups showed the clear difference in opinion on the operation of the curriculum and the accounting part. Therefore, it is necessary to probe the desirable plan for its resolution and presuppose the coordinative role of the schoolmaster. And if opportunities for publicity and in-service training are provided concerning the major matters and deliberative content of the elementary school steering committee, it will be operated and activated in a desirable direction.
