직업재활기금사업의 개선방안 연구
- Abstract
- Vocational Rehabilitation of Disabled Persons Fund has been evaluated as somewhat well operated. Two of the major service of Vocational Rehabilitation of Disabled Persons Fund was nation wide employment and occupational training for handicapped people and under this model, institutional, operational and financial support system to increase life quality and profession of men with serious disabled persons and women handicap has been developed. But its hard to believe that institutional expansion necessarily will help men with serious disabled persons employment increase.
Even though Vocational Rehabilitation of Disabled Persons Fund has been productive social service institution and peformed community cooperation, implementing specific alternative ways for continuous development and competitiveness of our country is mandatory.
First, Communication channel should be integrated. Current communication channel is divided into Labor Department, Social Service Department and Education Personnel resource Department. To increase correlation among those three departments, increasing power of Social Service Mediation Committee and making the department as formal is required. Social Service Committee fuction of regional government should be restructured to operate as regional service program.
Second, Modifying evaluation method and organization must change. The current objective evaluation method can promote competition between service providers but it discourages correlation among the service providers. The correlation is a very important factor to create various programs. Therefore, objective evaluation method should be introduced considering reginal characteristics and creativeness of the pngram operation. The evaluation term should increase from 1 year to 2 year. Men with serious disabled persons should be treated a lot longer than a year for occupational training so, the evaluation term should increase to 2 years at least. This will motivate social service personnel to research harder and will help correlation between these organizations as well as nurturing new professional social service workers.
Third, developing various field of occupational area for handicapped people is essential. To achieve efficient employment improvement and better life quality, handicapped people must be given chances te choose wanted occupation. Creating research center to search various jobs and investing money and human resources is necessary to continuously operate and improve this business.
Fourth, professionalism is needed far operating the program. Developing non-profit organizations who can teach occupational skills efficiently for handicapped people will better offer men with serious disabled persons and all handicapped peoples employment expand. Allowing corporation or a juridical person as well as Welfare Center for Disabled Persons, Organization for Disabled Persons, a nonprofit corporation to participate in Vocational Rehabilitation of Disabled Persons Fund is required to develop well fitted handicap development program.
