직업능력개발 훈련의 구조적특성이 훈련생의 만족도 및 취업률에 미치는 영향

Abstract

본 연구는 직업능력개발 훈련의 구조적 특성이 훈련생의 만족도 및 취업률에 미치는 영향 관계를 파악하기 위하여 고용노동부가 운영하는 직업훈련 전산망인 HRD-NET 직업훈련전산망 (http://www.hrd.go.kr)에 존재하는 실증자료를 추출하여 분석하였다. 실증분석에 앞서 선행연구 자료로 직업훈련의 역사 및 진행경과, 추진배경, 현황 및 제도에 대해 고찰하였으며, 특히, 현재 직업훈련 시스템에서 가장 화두가 되고 있는 NCS(National Competency Standard, 국가직무표준)에 대한 역사적 배경, 개념, 운영현황 등에 대해서 상세하게 기술하였다. 또한 교육서비스에 대한 만족도 등에 대해서도 고찰하였다. 실증자료는 고용노동부에서 시행하는 직업훈련 중에 가장 대표적인 교육훈련 제도로 ‘국가기간전략산업직종훈련’ 중 IT분야 훈련을 추출하였으며, 전국을 5개권역(수도권, 대전•충청권, 부산•울산•경남권, 대구•경북•강원권, 호남권)으로 구분하여 총 218개 훈련과정에 3,612명의 만족도 및 수강평 자료를 분석하였다. 교육훈련의 구조적 특성이 훈련의 만족도에 미치는 영향관계를 분석한 결과 교육훈련의 지역적 특성과 만족도, NCS수준과 만족도의 경우 통계적으로 유의한 차이를 보였다. 또한 훈련의 구조적 특성과 교육성과의 차이를 검정한 결과에서도 훈련지역과 훈련기관 평가등급과 훈련성과 역시 통계적으로 유의한 결과를 나타냈다. 특히, 지역별로 충청권의 경우 타 지역에 비해 인프라 및 산업 등 지역여건에 기인하여 교육성과가 차별화 되는 것으로 추정된다. IT분야의 직업능력개발훈련 본원적만족도 및 부가적만족도에 따른 교육성취도의 영향관계를 규명하는 가설은 통계적으로 유의하며 훈련성취도의 정(+)의 영향을 미치는 것으로 나타났으며, 훈련성취도는 훈련성과에 정(+)의 영향을 미치는 것으로 나타났다. 이밖에 워드크라우드 분석에서 시각화 및 연관분석 결과 강사/설명, 강사/친절, 교육/만족, 만족/훈련, 부족/시간 등 긍•부정이 상존하는 형태의 결과가 나타났다.|The purpose of this study is to find out the relationship between structural characteristics of Vocational Competency Development Training on satisfaction and employment rate of trainees. HRD-NET Vocational Training Network operated by Ministry of Employment and Labor (http://www.hrd.go.kr) was extracted and analyzed. Prior to the empirical analysis, we reviewed the history and progress of vocational training, the background, the current status and the system of vocational training, and in particular, the historical background, concept, and operational status of NCS(National Competency Standard), which is the topic of current vocational training system It described in detail. Also, the satisfaction of educational service was considered. The empirical data is the most representative education and training system among vocational training conducted by the Ministry of Employment and Labor. We divided the whole country into five regions (Metropolitan area, Daejeon&Chungcheong area, Busan&Ulsan&Gyeongnam area, Daegu& Gyeongbuk&Gangwon area, and Honam area) and analyzed 3,612 satisfaction and course evaluation data in 218 training courses. As a result of analyzing the influence of structural characteristics of training on the satisfaction of training, there were statistically significant differences in the regional characteristics and satisfaction of training, NCS level and satisfaction. In addition, the results of testing the difference between the structural characteristics of the training and the educational performance also showed statistically significant results in the evaluation area and the training performance of the training area and training institution. In particular, it is estimated that the Chungcheong region is differentiated from other regions due to regional conditions such as infrastructure and industry. The hypothesis that examines the relationship between the educational achievement according to the primary and additional satisfaction in the IT field is statistically significant and has a positive effect on the training achievement. Training achievement had a positive effect on training performance. In addition, as a result of visualizing and associating analysis in word cloud analysis, results of positive / negative traits such as instructor / explanation, instructor / kindness, education / satisfaction, satisfaction / training, and lack / time existed.
