직업군인의 주거복지 실태와 개선방안 연구

Abstract

본 연구는 북한의 군사적 위협이 상존하는 특수한 상황 속에서 국가방위라는 막중한 임무를 수행하고 있는 직업군인들의 주거복지 실태를 분석하고, 주요 문제점에 대한 개선방안을 제시하는데 그 목적이 있다. 여기서 직업군인의 적용 범위는 복지 혜택을 직접적으로 수여받고 느끼는 배우자 및 자녀까지 범위를 확대하여 적용하였으며, 본 연구에서는 문화, 환경, 사기・복지측면에서 직업군인들의 주거복지 실태를 분석하였다. 본 연구는 주거복지, 주거만족도에 대한 개념적 고찰을 통해서 주거복지가 단순 복지개념을 초월한 인권이 포함된 권리의 개념이 반영되어야 한다는 사실과, 주거만족도를 향상시키기 위해서는 거주자의 사회, 경제, 문화 등 다양한 환경적 요인과 주거의 경험요소 등 다양한 고려상황이 적용되어야 한다는 사실을 확인하였다. 직업군인은 임무의 특성상 면 단위 이하의 취약지역(29.5%)에서 근무하고 있고, 노후 및 협소한 시설(23.5%), 잦은 이사에 따른 인간관계의 단절, 경제적 부담, 자녀의 교육문제 등은 직업군인들의 사기에 직접적인 악영향 요인으로 작용하고 있으며, 일반인들이 군인을 직업으로서 선호하지 않는 요인이 되기도 한다. 이러한 직업군인들의 주거복지에 관한 문제를 해소하기 위한 노력은 수년간 지속적으로 이루어지고 있는데, 2007년 제정된「군인복지기본법」은 군인복지 개선을 위한 법적 근거가 되었으며, 이를 기초로 국방부는「군인복지기본계획」을 수립하여 점진적인 개선 노력을 추진하고 있고, 그 결과 만족할만한 수준은 아니지만 일부 가시적인 성과를 보이고 있으나 아직도 개선의 여지가 큰 편이다. 더구나, 최근 북한의 핵실험, 미사일 발사, 신형 장비의 공개, 비난활동의 증가 등 군사적 위협이 그 어느 때보다 높아지고 있는 안보 상황은 복지여건 개선을 위한 예산의 증액을 제한시키고, 국방비를 방위력 개선 위주로 사용하도록 강요하고 있다. 따라서 본 연구에서는 직업군인들의 주거복지 지원 정책의 여러 가지 문제점들을 해결하기 위한 대안으로 ‘주거지원 방법 및 예산’, ‘주거환경 및 교육’, ‘주거시설의 관리’ 등 3가지 측면에서 개선방안을 제시하였다. 첫째, 주거지원 방법 및 예산 측면에서는, 현재의 군 관사지원 정책이 직업군인들의 주택 마련에 대한 의지를 결여시키고 있고, 향후 미래인구변화 추세 및 군 관리시설의 유지관리 부담 등을 고려하여 자가 보유율을 증가시키는 방향으로 정책을 전환하고, 각종 비현실적인 주거복지 예산을 모두가 공감할 수 있는 수준으로 향상시킬 수 있는 방안을 제시하였다. 둘째, 주거환경 및 교육 측면에서는, 일반인들과 문화 및 복지 교류가 가능하도록 일반인 주거공간과 근접한 곳에 대규모의 단지를 설치하고, 직업군인의 임무, 부양가족의 수, 자녀의 성별, 신체적 변화 등을 복합적으로 고려한 주거시설의 구조를 효율적으로 활용할 수 있도록 개선하며, 잦은 이사로 인해군인들의 가장 큰 애로사항으로 인식되는 자녀들의 교육여건 개선방안을 제시하였다. 셋째, 군인 주거시설의 관리 측면에서는 인터넷을 활용한 주거관리 시스템의 개선과 이를 상시 확인, 감독하고 주기적으로 군인복지 실태를 분석하고 관리하는 전문 감사 인력의 확보 등을 방안으로 제시하였다. 결론적으로 앞에서 제시된 여러 방안들이 시행될 경우, 직업군인들에게 주택 마련의 기회 제공 및 복지 혜택을 직접 체감하게 함으로써 직업에 대한 자부심과 미래 주거확보의 불확실성 등에 대한 불안을 해소시켜 본연의 임무인 국가방위에 전념할 수 있을 것이다.

【주요어】주거복지, 직업군인, 주거만족, 주거지원, 군 관사| This paper analyzes housing welfare of occupational military people those who are executing important missions to protect the ROK amid of continuous nK military threats. This evaluation leads to provide ways to solve critical problems of welfare of occupational military people. In this study, to make it more realistic, I have studied aspects of occupational military people's “Culture”, “Environment”, “Morale and Social welfare”. Not only that, I have extended my study range, including his spouse and children as housing welfare benefiter in order to fully understand its effect. And through conceptual investigation about housing welfare and resident satisfaction, I have fully recognized that it is necessary to reflect concept of human rights beyond simple concept of social welfare. Additionally, I have confirmed that to enhance resident satisfaction, multiple variables such as social, economical, and cultural issues must not be neglected. Considering a fact of occupational military people's uniqueness, about 29.5% of solider tend to work in the area smaller than "Myun"(county) and 23.5% of solider are employed in poor working environment. On top of this matter, frequent moving, isolation, economic burden, and children's educational problems are crucial factors that many people tend not to prefer occupational military people as their vocation. To alleviate problems that come from the housing welfare, sincere efforts have been put in and as a result, in 2007, "Military welfare basic law" was amended to support the law. Based on "Military welfare basic law", Ministry of National Defense established "Military welfare basic plan" in order to strengthen their efforts. Those efforts were very fruitful in certain area, however, there are much more rooms should to be filled. Unfortunately, nK is escalating level of military threats such as conducting nuclear bomb test, missile launch, publicly announce their new weapon systems, and defaming the ROK government. This situation is forcing the ROK government to spend their military budget on weapons for national defense rather than spending on housing welfare. Therefore, to effectively solve various housing welfare policy, I suggest 3 solutions of "Housing support method and its budget", "Housing environment and Education", and "Management of living place." First, in a perspective of "Housing support method and its budget", I believe current military policy, policy that gives billets to occupational military people, is reducing the commitment for occupational military people to purchase their own house. Also, considering change of demography in future and burden of managing military facility, I recommend to change the policy in such a way that increase own house ratio and reasonably spend housing welfare budget realistically. Second, in a perspective of "Housing environment and Education", I recommend to install a large scale of housing complex nearby civilian residential area. Additionally, I strongly suggest to allow customization of living facility in accordance with mission, number of family, gender of his children, and physical change. To minimize the negative effects that posed by frequent moving, I propose to improve educational environment for his children. Thirdly, in a perspective of "Management of living place", I recommend to educate experts who are monitoring and analyzing military welfare status in regular base by using internet billet system. In order to use that internet billet, there is no doubt that internet billet system must be improved. In conclusion, if all those improvement suggestions are executed, opportunity of purchasing own house, and various of welfare benefits will come true in reality. These benefits help soldiers be more proud of their profession and decrease uncertainty of having own house in near future. At the end, we can expect occupational military people ready to execute their missions and sorely focus to defending the ROK.
