Abstract

Korea has enforced the local self-government system called the grass-roots democracy on a full scale in the 1990s. But, in spite of the fact that the local self-government system can not be developed without residents' participation in it, Korean people seem to judge that local self-government administration does not have an immediate effect on themselves though it may come from the absence of their experiences in the local self-government system. But, they are much exposed to the problem of taking an active part only in the matters related to their fortune increase. But, to take a few example of the reasons that residents' participation in local administration is poor, there are the lack of residents' participation consciousness and, more importantly, the neglect of residents on the resident participation system because government agencies have very formally operated the resident participation system and implemented it for administrative expediency. Therefore, this study is intended to present the need to consider the efficient operation plan of the resident participation system breaking away from its formal operation by governmental authorities as well as to enhance the participation consciousness of the residents to take an active part in local self-government administration by highlighting the fact that the effect of resident participation exercises a considerable impact on local residents and administrative aspects through the reemphasis of the need for residents to participate in the resident participation system. And, an attempt was made to inquire into the scheme for the activation of resident participation to induce and develop residents' participation in the local self-government administration through the promotion of the resident participation setting by improving the disclosure of information and procedures for resident participation and by probing the new means for resident participation.
