지방선거에 있어 후보자 선택의 영향요인 분석

Abstract

본 연구의 목적은 우리나라 기초자치단체장 선거결과에 영향을 미치는 요인을 분석하는 데에 있다. 이를 위해, 본 연구는 우선 후보자선택에 관한 다양한 모델과 이론, 후보자선택에 영향을 미치는 요인을 다룬 선행연구를 검토하였다. 선행연구를 기반으로 도출된 분석틀은 선거결과에 영향을 미치는 주요 요인을 다섯 가지(후보자 요인, 정당 요인, 이슈 요인, 정책 요인, 유권자 요인)로 설정하였다. 또한 선거가 그 맥락에 의해 영향을 받는 역동적인 과정임을 고려하여, 분석틀은 정치적 상황, 선거제도 변화, 선거과정을 포함한 제도적 요인을 주요 선거결과 영향요인과 나아가 유권자의 선택에 영향을 주는 요인으로 설정하였다. 본 연구는 내용분석을 이용하여 기초자치단체장 선거에 관한 데이터를 분석하였다. 데이터는 1995년부터 2014년까지 총 6번 열린 기초자치단체장 선거와 관련된 다양한 문서자료로부터 수집되었다. 분석에 이용된 문서자료는 중앙선거관리위원회의 공식적인 정보와 통계자료, 신문기사, 유권자 서베이결과, 선행연구 등을 포함한다. 분석결과, 본 연구는 정치적 상황, 선거제도 변화, 선거과정 등 선거의 맥락이 선거결과에 영향을 미치는 요인을 고찰하는 데에 중요하다는 점을 발견하였다. 더불어, 본 연구는 다른 요인보다도 후보자 요인, 정당 요인, 정책 요인이 기초자치단체장 선거결과에 중요한 영향을 미치고 있음을 발견하였다. 이러한 분석결과는 중앙선거관리위원회의 역할과 관련하여 다음과 같은 주요 시사점을 준다. 우선, 중앙선거관리위원회는 기초자치단체장 선거와 관련된 정보에 대한 유권자의 접근성을 향상시키는 데에 보다 적극적인 역할을 하여야 한다. 둘째, 중앙선거관리위원회는 후보자와 그들의 선거공약에 대한 유권자의 이해를 증진시키는 제도적인 개선 노력을 하여야 한다. 본 연구는 그 한계에도 불구하고 한국 기초자치단체장 선거, 특히 선거맥락의 중요성과 주요 선거결과 영향요인에 대한 일반적인 이해 증진에 도움을 줄 것이다.| The purpose of this study is to analyze what factors affect the consequence of elections for the head of the primary local governments in South Korea. For this purpose, the study firstly reviewed the literature of candidate choosing models and theories, and examined the significant factors influencing candidate selection in the preceding studies. Based on the literature review, the study constructed a research framework that suggested five factors would influence the consequence of local elections: candidate factor, party factor, issue factor, policy factor, and voter factor. Additionally, given that voting is a dynamic process affected by its context, the framework set up institutional factors including political situations, institutional change, and voting process as influencing the five factors and ultimately voters’ selections. The study then analyzed the data of the local elections, using a content analysis method. The data were gathered from diverse documents dealing with all of the local elections that were held six times from 1995 to 2014. The documents included official information and statistics of the National Election Commission(NEC), newspaper articles, preceding survey outcomes on voters, and research papers. The study found that the context of the local elections, including political situations, institutional change, and voting process, was important in examining the factors influencing the consequences of the elections. The study also found that candidate factor, party factor, and policy factor significantly influenced the consequences of the local elections. These findings provide the following critical implications for the roles of the NEC: first, the NEC should play a more active role in enhancing voters’ accessibility to information related to local elections; second, the NEC should reform its policies to improve voters’understandings of candidates and their election pledges. Despite its limitations, the study expectedly contributes to enhancing general understandings local elections in South Korea, particularly the importance of their contexts and the important factors influencing their consequences.
