중소기업의 인증수출자 위험관리를 위한 컨설팅 방향에 관한 연구

Abstract

2015년 기준 GDP 대비 무역의존도가 70%에 육박하는 우리나라의 경제 구조에서 세계 경제 불황이 깊어질수록 FTA 활용도의 중요성이 나날이 경쟁력 제고 측면에서 중요해지고 있다. FTA 활용이란 기업이 생산 또는 수출하는 물품의 원산지를 적용하고자 하는 협정별로 원산지 판정을 통해 “역내산”임을 입증하여 원산지증빙서류를 발급하는 것이라 할 수 있다. 한편 연구자는 FTA 초창기부터 국내 다수의 중소기업을 대상으로 FTA 업무를 지원함에 있어 기업의 FTA 활용을 돕기 위해 운용되는 제도가 본래의 도입 취지와는 다르게 운용됨으로 중소기업의 FTA 활용을 저해하는 사실을 반복적으로 경험하였다. 이에 본 연구에서는 현행 FTA 활용 제도 중 원산지 인증수출자 제도의 위험요인을 발굴 및 분석하고 나아가 원산지 인증수출자 컨설팅 시 위험을 관리할 수 있는 방안을 연구하였다.| In 2015, Korea’s export-to-GDP ratio was around 70 % and global economy fell deep into another recession. With these external and internal factors, maximizing the benefits of Free Trade Agreement(FTA) for Korea will become more critical factor to strengthen the competitiveness of Korean exports.

Thus, it is essential to learn and make best use of FTA related work, such as obtaining a certificate of origin and preparing for other documents. This FTA related work will help Korean manufactures and exporters to be treated as a regional member with required documents and improve their competitiveness.

I have done many FTA related works with many Korea companies since FTA first introduced to Korea. However, what I have found with a-certificate-of-origin related work is that there is a serious problem. Its original intent was to be productive but appears to be counterproductive. Therefore, many medium and small Korean companies could not fully utilize the current system.

Hence, this study will show how approved exporter system works and analyze the risk of it under the current FTA and suggest the way to improve the current system.
