Abstract

The project intention have been distorted in reconstruction and redevelopment project process of the indistinctness of managements and the complication of participants. Despite of necessity and imoprtance of project, such problems become the prolongation of the business term and the increase cost of work expenses The purpose of this research is to find a practical and desirable management plan for reconstruction and redevelopment project. For this, we divided process of reconstruction and redevelopment project into three stage such as plan stage, prohect operation stage, completion stage. this study also investigated the newspaper reports and the literature reviews to find a current situation of the reconstruction and redevelopment project To find reason why complication and logical trouble in processing of the reconstruction and redevelopment project are as followed First, it has been occurred around the union in the participants of regeneration project side. Second, complication and logical trouble have been happened around a construction company Third, Frequently changing the position of a governments employee and the limit of work cause the lack of speciality of public servant Fourth, The participants of regeneration project are confused by the policy change not to exist sufficient postponement period and business regulation. fifth, There are conflicts and corruption to cause by confusion of the participants, over competition between constructor and company or a privilege of certain company, a small-scale of consolidation industry and lack of speciality, under 20 house of an union, because of the lack of the extension of policy and project regulation. this study investigate the type of the reason of conflicts and logical trouble in reconstruction and redevelopment project. there are four major issue which are uncertainty of a selection criterion, the lack of speciality in participants, an ambiguous fund of a union, an poor management. We try to propose the improvement plan to cope with four subject as follows. First, it should make sure the duty of a public announcement, the division of the participant and constructor, the actual process of the choice company to improve the choice of cooperation company and constructor. Second, it is necessary for the duty of education program, national qualification of house environment maintenance men, reinforcement of the registration standard project consulting to reinforce the speciality of participant and business sponsorship Third, it is necessary for making new rule for reinforcement in responsibility of union management and fund management. Fourth, it is necessary for harmonizing demand management and supply management of reconstruction and redevelopment policy direction and establishing long-term plan of future to improve house policy direction and establishing long-term plan of future to improve house policy and conduct business a criterion. According to this study, if we follow several propose, we can reinforce the ability of participant in reconstruction and redevelopment projects and efficiently solve several problems on business process.
