Abstract
The purpose of this study is to review the motives of the volunteers working for the social welfare center located in Seongbuk-gu, Seoul, their activities and management of them, and thereupon, survey the citizens for their perception of the volunteer services and their willingness of participation in such services and thereby, suggest the ways to induce people to participate in the volunteer service and activate the volunteer service.
For this purpose, relevant literature was reviewed, and thereupon, a questionnaire survey was conducted for volunteers and people. The results of this study can be summarized as follows;
First, in order to prevent the volunteers from giving up their services and activate the volunteer services continuously, it is necessary to identify their motives, adaptability and techniques and thereupon, manage them in a more systematic and organized way.
Second, since volunteers are much burdened with their services and their desire and motives are not much taken into consideration, they need to be relieved of their workload, while being educated on the volunteer services.
Third, in order to recruit more professional and diverse volunteers, it is essential to design and operate the volunteer service programs efficiently by using the community colleges, volunteer service centers, mass media and other various channels
Fourth, since it has been found that most of the volunteers and those officials in charge of the volunteer services are aware of an educational program for them but that they are less educated on the volunteer services, it is desirable to design and operate phased educational programs: basic, professional and retraining courses.
Fifth, in order to encourage the volunteers to be engaged in the volunteer services on a continual basls, it is required to introduce an efficient and professional volunteer management program whereby volunteers can be recruited, deployed and given missions.
Sixth, in order to encourage the volunteers to be engaged in their services satisfactorily, it is necessary to recognize their services, while paying them a minimum cost together with other social rewards.
Seventh, it is deemed necessary to assess the volunteer services in a scientific way and feedback the results into the volunteer service programs in order to develop the volunteer services.
Eight, it is desirable for the social welfare centers to cooperate with relevant organizations to effectively recruit and educate the volunteers.
Ninth, central and local governments are requested to arrange legal and financial support systems to promote and develop the volunteer services and their organizations.
