Abstract

Real estate accounts for 51.3% of Korea 's total household wealth, which is one of the largest in the United States, Britain, Australia, the Netherlands and Korea. As much as this figure, real estate is one of the most important assets in Korea, but every Korean citizen is trying to build my house. However, real estate prices have been on the rise since November 1998, when both the home sales price index and the apartment sales price index recorded the lowest point. Currently, Moon Jae-in is attempting to curb real estate prices through real estate regulation policies, but it still has little or no policy effect. The real estate market is based on residential livelihood stability and must be carefully prior to implementing real estate policies. Government policies should maintain consistency to refrain from activities that cause market disruption and should be pursued in accordance with the goals and directions appropriate to the internal and external economic situation. The government should stabilize the economy through tax policies and supply policies if the real estate market overheats due to economic fluctuations, and should stimulate the economy with tax relaxation policies when there is a concern about the economic downturn. The key to this is that there is a need to announce regulations and mitigation policies that are appropriate for the economic cycle at the right time. This paper analyzes the effects of real estate policy, macroeconomics, supply, finance, and household structure variables on real estate prices. The data used in the analysis consisted of 41 quarterly data from the 4th quarter of 2007 to the 4th quarter of 2017. The dependent variable, real estate sale price index, was the National Apartment Sale Price Index, Seoul Apartment Sale Price Index, and 6 apartment sale price indexes announced by Kookmin Bank. In terms of supply side variables, housing construction results, unsold housing units, financial variables, government bond yields, home mortgage loans, and household structure variables were used. We also analyze macroeconomic variables and dummy variables. According to multiple regression analysis, real estate and rents in GDP, consumer price index, nationwide mortgage loan amount, and strengthening of comprehensive real estate tax have an effect on the nationwide apartment sale price. The Seoul apartment sale price is affected by the aggregate stock price index, the number of unsold housing units, the government bond interest rate, the amount of Seoul mortgage loan, the proportion of one applicant, the broad currency, The aggregate stock price index, the number of unsold new houses, the government bond interest rate, the amount of mortgage loan in Seoul, the currency of the broader currency, and the dynamics of economic fluctuations have a positive effect on the price of Seoul apartment, (-) of the purchase price. In general, the price of the apartment market in Korea, six metropolitan cities and Seoul has a positive relationship with the amount of mortgage loan, so if the LTV and DTI regulations are implemented, the rise in apartment prices will be suppressed . In addition, the strengthening of the comprehensive real estate tax had a positive effect on the sales prices of the apartments in the nation and the six metropolitan cities, but the influence of the sales price on the apartment prices in Seoul has a negative effect, see. In addition, the six apartment apartment price indexes are most affected by the ratio of one applicant in the short term and the mortgage loans of six metropolitan cities in the long run.|부동산은 우리나라 가계총자산 중 51.3%를 차지하고 있으며, 이는 빠르게 고령화 사회가 된 미국, 영국, 호주, 네덜란드, 한국 중 1위에 해당한다. 이 수치 만큼이나 한국에서 부동산은 중요한 자산 중 하나지만, 대한민국 국민이라면 모두 내 집 마련을 위해 힘쓰고 있다. 하지만 부동산 가격은 98년 11월 주택매매가격지수, 아파트매매가격지수 모두 최저점을 기록 이후 상승세를 지속하고 있다. 현재 문재인 정부는 부동산 규제 정책으로 부동산 가격을 억제하려 노력하고 있지만, 아직은 정책 효력과 미미한 실정이다. 부동산 시장은 주거생활안정을 기반으로 하기에 부동산 관련 정책들을 시행하기에 앞서 신중하여야 한다. 정부정책은 일관성을 유지하여 시장에 혼란을 야기시키는 행위를 자제하여야 하며, 내·외부 경제상황에 적절한 목표와 방향에 따라 추진되어야 한다. 정부는 경기변동에 따라 부동산 경기가 과열된 경우에는 조세정책과 공급정책 등을 통해 경기를 안정시키고, 경기수축으로 인한 침체가 우려될 시기에는 조세완화정책 등으로 경기를 부양시켜야 한다. 이 부분의 핵심은 적기에 경기변동 상황에 맞는 규제 및 완화 정책을 발표할 필요성이 있다는 것이다. 본 논문은 부동산 정책과 거시경제, 공급, 금융, 가구구조 측면 변수들이 부동산 가격에 미치는 영향을 분석하였다. 분석에 사용된 데이터는 2007년 4분기부터 2017년 4분기로 총 41개 분기 자료로 구성하였다. 종속변수인 부동산매매가격지수는 국민은행에서 발표하는 전국 아파트매매가격지수, 서울 아파트매매가격지수, 6개 광역시 아파트매매가격지수를 이용하였다. 공급측면 변수는 주택건설실적, 미분양주택 수, 금융변수는 국고채 금리와 지역별 주택담보대출액, 가구구조 변수로는 1인 가구비중을 사용하였다. 그리고 거시경제변수와 더미변수들을 추가하여 실증분석하였다. 다중회귀 분석결과, 지역별로는 GDP내 부동산 및 임대업, 소비자물가지수, 전국 주택담보대출액, 종합부동산세 강화더미가 전국 아파트매매가격에 영향을 미치는 것으로 나타났다. 서울 아파트매매가격은 종합주가지수, 미분양주택수, 국고채 금리, 서울 주택담보대출액, 1인가구 비중, 광의통화, 종합부동산세 강화더미, 경기변동 더미 변수에 영향을 받는 것으로 나타났다. 종합주가지수, 미분양주택수, 국고채 금리, 서울 주택담보대출액, 광의통화, 경기변동 더미는 서울 아파트매매가격에 양(+)의 영향을 미치고, 1인가구 비중, 종합부동산세 강화더미는 서울 아파트매매가격 음(-)의 영향을 미치는 것으로 나타났다. 마지막으로 6개 광역시 아파트매매가격에는 GDP내 부동산 및 임대업, 소비자물가지수, 6개 광역시 주택담보대출액, 1인가구 비중, 종합부동산세 강화더미 변수가 영향을 미치는 것으로 나타났다. 이 중 GDP내 부동산 및 임대업, 소비자물가지수, 6개 광역시 주택담보대출액, 종합부동산세 강화더미는 6개 광역시 아파트매매가격에 양(+)의 영향을 미치고, 1인가구 비중은 6개 광역시 아파트매매가격에 음(-)의 영향을 미치는 것으로 분석되었다. 공통적으로 전국과 6개 광역시, 서울 아파트매매가격은 주택담보대출액과 양(+)의 관계를 가지므로, 강도 높은 대출한도(LTV, DTI)규제를 실시하면 아파트가격 상승세를 억제할 수 있을 것으로 보인다. 추가적으로 종합부동산세 강화더미가 전국과 6개 광역시 아파트매매가격에는 양(+)의 영향을 미쳤지만, 서울 아파트매매가격에는 음(-)의 영향을 미치는 것으로 보아 종합부동산세 인상도 고려해야 할 대상으로 보인다. 구조변화에 대한 검정 결과, 전국 아파트매매가격과 서울 아파트매매가격은 3기간, 6개 광역시 아파트매매가격은 4기간으로 구분하였다. 전국은 첫째, 2009년 4분기와 2011년 2분기, 둘째, 2011년 2분기와 2015년 2분기, 셋째, 2009년 4분기와 2015년 2분기로 구분하였다. 그리고 서울은 첫째, 2012년 3분기와 2016년 3분기, 둘째, 2012년 3분기와 2015년 1분기, 셋째, 2015년 1분기와 2016년 3분기로 구분하였다. 마지막으로 6개 광역시 아파트매매 가격은 첫째, 2009년 4분기와 2011년 2분기, 둘째, 2011년 2분기와 2015년 2분기, 셋째, 2009년 4분기와 2013년 4분기, 넷째, 2013년 4분기와 2015년 3분기로 구분하였다. 이 시점에서 각각의 아파트매매가격은 구조적인 변화가 발생한 것으로 나타났다. VEC모형을 이용한 동태적 분석 결과, 전국 아파트매매가격은 장·단기에 전국 주택담보대출액에 가장 큰 영향을 받고, 서울 아파트매매가격은 단기에 국고채 금리, 장기에 서울 주택담보대출액에 가장 큰 영향을 받는 것으로 나타났다. 그리고 6개 광역시 아파트매매가격지수는 단기에 1인가구 비중, 장기에 6개 광역시 주택담보대출액에 가장 큰 영향을 받는 것으로 나타났다.
