Abstract
Focused on the importance of Ex-professional military officer's who play an important role of keeping and developing the combat capabilities of our country's military service, this thesis, by raising the morale. of military officer's and enhancing the attractiveness of the special occupation- "military service", will help guarantee Ex-professional military officer's to get an occupation in a society, and by circulating military personnel, help recruit excellent personnel. This also will greatly contribute to military development and national security through assuring the stability and prosperity of professional military personnel. The purpose of this study is, by providing appropriate supports to the professional officer who discharged from appropriate supports to the professional officer who discharged from military service with expert skills for the stabilized life out of the military, to utilize high quality human resources and to maximize the combat capabilities with the highlighted morale of the Ex-professional military officer's.
The scope of this study is restricted to the professional military officer who have served more than 10 years. This thesis consists of 5 chapters. Chapter I is the introduction part, and Chapter II is a theoretical study for the stabilization of Ex-professional military officer livelihood. This Chapter reviews the existing theories and compares our welfare status with those of foreign military services. Chapter III covers the welfare status of Ex-professional military officer's and associated problems, and with this, shows the level of satisfaction. Chapter IV reviews the problems found and provides recommended solutions. Finally Chapter V contains the conclusion.
Bibliographical research methodology is used for this study. With the method of collecting, studying and analysing the existing studies, pertinent books, periodicals, statistics and surveys of public opinions of Ex-professional military officer's, this study covers the current situations and problems with detailed and realistic approach, analyzes them and proposes the solutions.
Our supports system and welfare system for the Ex-professional military officer's have the following problems;
First is the military age limit system. Because the military organization shapes a pyramidal structure and due to the consistent circulation of young personnel, Ex-professional military officer are to retire in their middle 40's to early 50's when the cost of life arrives at the highest point of the life thus encountering lots of difficulties.
Second, the pension of Ex-professional military officer's who retired after serving over 20 years which directly relates with their living standard is about 31∼44% of that of over 20 year career professional military officer's. This is because for the better treatment of professional military officer's, various allowances such as an occupational subsidy, physical strengthening allowance, management allowance and national holiday bonus, are newly established or increased thus improving treatment of professional military officer's but the annuitants do not have any realistic benefits.
Third, MND has adapted various personnel management systems of normal companies, modified them into military situation and developed an honorary promotion system to motivate the military personnel who failed promotion on time. However, as this honorary promotion system applies only to majors and lieutenant colonels who face soon retirement, it hardly motivates the long-term served Ex-professional military officer.
Fourth, though the occupational training is conducted to Ex-professional military officer to be who served over 10 years, the curriculum is far behind the reality and fails getting to get new jobs. Thus considered to be a holding period for new jobs.
To appropriately support the Ex-professional military officer who retire from military service with the spirit of sacrifice in a very poor condition, and to assure the policy of national security through the quality military combat capabilities, the following proposals for the better living standard are recommended;
First, the current military age limit system should be reformed. By extending the age limit of professional military officer's, we can well utilize excellent man power, gain the professional stability and enhance the effectiveness of utilization of the military man power which is upskilled with experiences and military knowhow. This is also following the trend of extended life expectancy and civil organization's extended age limit system, and by doing this, the morale of Ex-professional military officer's can be raised.
Second, we are to modify the pension system. The pension should keep increased in accordance with that of professional military officer's on service and the level of the retirement pension can guarantee the living after retirement even if the reserve for the retirement pension should go higher. And the flexibility that the level of pension should go gradually higher to the point where the expense of life rises on top, and then it goes down to offset the amount that received in advance can reduce the economic difficulties after retirement.
Third, by executing the occupational order preferential system which prevents from deteriorating the will to work and keeps the energetic working attitude; by keeping the current level of basic salary, and readjust the allowance in accordance with the occupational orders; and by giving promotional priority to those who successfully conduct their missions in the position, we can prevent from deteriorating the will to work from stagnation in promotion and encourage vitalized working attitude. Thus this can improve the combat capability and in some sense, remove the stagnation in promotion and consequently this helps the extension of military officer's age limit effect.
Fourth, we need to modify the occupational guidance system. The occupational guidance agency should be consolidated; to improve the occupational guidance related agencies; to establish the MND's specialized occupational guidance agencies for the updated information, occupational training and to help them find jobs and PRs.
Last, living standard support and welfare system should be discussed.
Though these improvement can not be achieved at once, with gradual improvement, the welfare improvement system will be a real help for the Ex-professional military officer. With this, Ex-professional military officer emotionally remains the military they served, they love the military once they were in and they are proud of having been the part of the military. Furthermore, the military can be the people's military which has people's trust and the invincible power.
