Abstract
The city of Soul entered the level of top 10 metro city in the world and it has 500 years of history as a capital of Korea and been developed very fast from the Lee Dinasty and has about 10,000,000 citizens and 4,117 home, 25 of an autonomous district and 424's administrative district. As Seoul growth of the size and economical level, the insufficiency of house supply has been more serious. The low level of economical and social citizens don't resident in the house which constructed in '70 and 80' any more because of deterioration and unsafty.
Gorvernment have tried to solve house insufficiency problems for those people but the method of improvement of old houses were not the best way. Meanwhile, the nongovernmental orgarnic and company developed and constructed new houses after demolishing the deteriorated houses and this kind of development come to many problems of traffic, education, culture, etc.
To solve these problems, Government made and amend many times the law of area reconstruction related and unifiy as a name of " The law of reconstruction of City and Residencial environment". The basic goal of the law is to supply new houses and improved traffic situation, educational, cultural infrastructure environment for the citizens who live in the bad condition area. but, as the report, at most 50% of the residence resettled in new houses. The critical reason is economical because the peoples who live in the bad condition area are usually low ecomomical income and moved this area to find low rental houses long time ago. Eventhough they are supplied new houses, they can't take the management cost of the houses and extra cost for the construction. The main concern of this study is to find the reasons of lower resettlement and focuced only on the relationship of floor area ratio and resettlement by reconstruction.
Many pre-reseach show the most important policy is the role of government to improve the ratio of resettlement by reconsruction. First of all, they insist that government should more supply public rental houses for low level of residence and low interest and live-long mortgage loan and to shorten the period of overall reconstruction. But this study emphasis only on the influence of floor area ratio on the reconstruction. The 73 samples are used and modified for this study. It is concern that if, at the time of governmental permisson for the construction, the floor ratio are permitted biggerly , the ratio of resettlement would be increased. Fortunately, The analysis demonstrate the two factors have the close relationship. Most sample areas as the higher floor area ratio permitted show higher ratio of resettlement. eventhough, some special cases show different result, because of the economical condition and regional characters.
It is asked that the government should clarify the concept of the resettlement ratio by reconsuction first of all, and take a census all cases of reconstructon area from first step to the re-housing in new house. Then the relationship of floor area ratio and resettlement by reconsruction project will be manifested , after then it will be clear that the answer is floor area ratio.
If, I have a chance more study for this subject, I willingly want the find the exact relationship of two factors including the variables.
