장애인복지관 프로그램의 문제점 및 개선방안에 관한 연구

Abstract

As the social environment for handicapped people's welfare programs changes rapidly, the discrimination of handicapped people's welfare services among socio-economic classes and among regions is very serious as in the case of rehabilitation services. Therefore, it is deemed necessary to review the organization and programs of the handicapped people's welfare centers and thereby, reestablish their roles. With such a basic conception in mind, this study was aimed at surveying the welfare center users for their needs and the relevant experts for the conditions of the services provided by handicapped people's welfare centers, and thereupon, suggest some reform measures as follows to improve the services of handicapped people's welfare centers. First of all, the problems of the handicapped people's welfare centers' services may be identified as follows; first, the facilities fall short absolutely, while the unbalance among regions is serious; the second problem is the poor linkage between welfare centers and relevant community facilities. Namely, handicapped people's welfare centers are not systematically connected with such community facilities as schools, local self-governed administrations and relevant private organizations. As a result, similar services are duplicated in a community where many facilities are densely located, while handicapped people are not served in a community with no facility. Such a problem must involve inefficient use of resources; third, the community rehabilitation facilities for handicapped people are operated in an efficient way. Moreover, quality of welfare services is being deteriorated due to such problems as poor treatment of welfare specialists, recruitment of them through individual closed channels, poor reeducation of them, shortage of specialists, etc. In addition, the welfare specialists are not trained by a systematic training program of the central government. They are trained only sporadically, and therefore, they cannot afford to enhance their professionalism; the fourth problem is the stereotyped welfare program or lack of diverse programs. The solutions to the above problems may be found through two-fold approaches. The first approach is to divide the roles among professional areas or systems and thereby, determine the functions and roles of the handicapped people's welfare centers. The second approach is to determine the handicapped people's welfare services of a modern sense emerging as concept of the handicap and paradigm and welfare services change. All in all, it is deemed necessary to review the limiting factors arising in the environmental aspect of handicapped people's welfare centers and determine the specific goals and methods for the individual centers to help them provide for the welfare services conforming to the paradigm of new community welfare services. In this vein, handicapped people's welfare centers are requested to make specific efforts to meet their users' needs in a desirable direction.
