Abstract
This study deals with the social welfare of Confucianism that has affected the Asian culture for over 2,000 years. In these days, We Koreans consider Confucianism as a defunct legacy or a worthless one that should be defeated. Thus so many people may have a doubting mind for the value of such studies which related with Confucianism in the realms of modern social welfare. However the spiritual civilization can not be borrowed as differing from the material civilization. This article looks into the Confucian theory and finds the characters and policies of the Confucian social welfare in the system of Confucian theory, not in the modern theories of the social welfre.
There are 3 conclusions over the Confucian social welfare. First, the Confucian social welfare has a broad sense of social welfare including not only basic mesures for the existence of the social weak and the people, but the educational policies and the human affairs of public servants. The Confucian stress of social welfare is on the ruling classes as the acive leader, so the people may be regarded as a passive one in the policy making process. And last, There have been familism that underline the role of families in the social welfare.
This stress on families' role has made the tradition of self-help in the social welfare. As a result, the part of the government was the secondary support when families failed to implement their roles of social welfare.
