우리나라 低出産 對應政策의 改善方案硏究

Abstract

Although the social problems are generated from the defect and contradiction of social systems or frameworks, it means that the social constituents think the problem should be solved through the process when they stipulate the specific phenomenon as social problem. When we look around the definition on social problem of the scholars, they define the social problem a phenomenon threatening the social universal value and standard, on which the majority of the constituents expect management such as plan, policy. National total fertility rate in year 2009 of our country stands at just 1.15, which is the lowest in the world, which is far below than the replacing fertility rate (level replacing population) 2.1 presented by scholar. Unless the birthrate restore, we are facing decrease in population after 2018, which will cause serious national crisis as there would be no sign of existence in 300 years. This falling birthrate problem through the reciprocal action with aging of society will bring changes of population scale and framework. Rapid falling birthrate and entry of aging society would be the key factor causing society maladjustment, inequality, dissolution phenomenon, it is urgently required to set up countermeasures for immediate and long term solution. The details of the study can be summarized as follows. The chapter 1 is introductory, which presents the purpose, scale and method of the study. In chapter 2, through grasping status of countermeasures on falling birthrate between our country and foreign countries, comparative analysis the counter policy of advanced welfare states, I tried to find suggestions. In chapter 3, through the analysis of precedent study, I prepared the outline of analysis of study. In chapter 4, I presented the problem of falling birthrate policy and countermeasures of our country. In chapter 5 is conclusion, I presented counter policy on falling birthrate through synthesis of the result of study to realize welfare state. This thesis has been processed through literature survey and contents analysis. I have set up analysis outline of study based on the treatise and literature in and abroad for the literature study, and I have investigated the literature relating to population policy, welfare policy and publication data of policy, etc. of our government for the objective analysis. In consideration of limitation of data, I have comparatively analyzed our counter policy on falling birthrate with that of the major welfare states. This efforts brought great help in finding more reasonable and objective plan in presenting counter scheme by drawing the problems of counter policy against the falling birthrate of our country.
