서울시 自治區 『自願奉仕센터』改善方案에 關한 硏究

Abstract
The recent economic crisis causes the radical increase in unemployment and the subsequent depression, and which brought the notion that the government can not meet all the various welfare requirement of the population. With the economic depression, the concern about volunteer activities are increasing.
There has been financial support from the government for the foundation of volunteer centers since 1996, Two hundreds and forty five volunteer centers have already been established across the country. Sixteen of these are in large cities, and two hundreds and twenty nine of them are situated in small and middle sized autonomous cities. The principal role of the local volunteer centers established in the autonomous cities can be noted as follows.
1. to encourage the citizens to participate in the activity
2. to establish the level of demand for the activities
3. to survey the local society in order to develop the program for it
4. to recruit, educate, discipline and arrange the volunteers.
The range of this dissertation is restricted to 25 autonomous-gu volunteer centers in Seoul metropolitan city. A questionnaire is used to find out the problems within tnem. The results from the questionnaire show the problems both in the management system and the supporting system for volunteer activities. These problems are as fellows.
The problems within the management system are the shortage of programs to encourage citizens into activities, the lack of education and discipline courses available to them. The problems within the supporting system are the lack of legal base, a shortage in the budget and of human resources, and the absence of a network system and manager.
To improve the managerial system, the advertisement activities and the encouragement given to the citizens should be reinforced for increasing the participation in the volunteer activities. The center also has to support the education program allowing volunteers to systematically learn both basic and more complex professional knowledge. Lastly, experts must be put in place who can develop the program and recruit the volullteers. The activities of whom have to be controlled and the suitable compensation should be given to the volunteers.
In order to systematically support the volunteer activities, the law for supporting volunteer activities should be enacted, and which will improve the efficiellcy of all the centers. And the government should make long term education courses available to them and train the specialist. Lastly, I suggest that a system of communication between centers should be developed nationwide network system should be established for efficiently supporting the Volunteer Centers.
Most of the volunteer centers are currently in the early stage of development and the future success is not guaranteed to them. To activate them local governments as well as central govenlment should recognize the necessity of the centers and support them positively. This should be carried out first and foremost within the training and arrangement of experts, who will take a role of the successful management, thereby supporting the centers.
This study is based on the results from volunteer centers whin Seoul metropolitan city. This results not enough, I think, to meet the requirement of the volunteer centers in small and middle sized cities. I hope it can be applied to their culture and circumstances.
