서비스업 조직안전문화 평가 시스템 구축에 관한 결과 분석 및 현장 컨설팅에 관한 연구

Abstract

산업재해는 시설과 장비 등의 물리적 요인보다는 근로자의 작업요인과 기업의 안전문화 등에 더 큰 영향을 받는다는 선행연구 결과와 산업재해가 가장 많이 발생하는 업종인 서비스업종의 안전문화 개선을 통해 산업재해 예방에 기여할 수 있는 안전문화 평가 지표를 개발하고 이를 현장에 직접 적용해 봄으로서 컨설팅요인을 모색하여 궁극적으로 서비스분야의 안전보건조직문화 개선에 이바지하는데 목적이 있다. 또한 연구를 통해 서비스업종에서의 안전문화, 안전의식 제고 방안을 모색하고, 조직의 안전문화를 측정할 수 있는 평가지표를 제시하여 중소기업에서 직접 조직의 안전문화 개선에 관한 시계열 분석을 통해 실증적이며 효과적인 조직안전문화 정착방안을 제시하고자 하였다.

연구 결과, 서비스업종의 음식업종과 도소매업종에 적용할 수 있는 조직안전문화 평가 지표를 개발, 3개 기업 9개 지점에 시범 적용하였으며, 컨설팅 종합의견을 제시하였다. 이러한 과정에서 산업재해 예방 및 감소를 위해 조직안전문화 확산과 관련된 다양한 정책마련과 컨설팅의 필요성을 재인식하게 되었다. 또한 다양한 서비스업종 중 이번 연구는 음식업과 도소매업으로 한정하여 연구를 실시하였으나 건물관리업, 교육서비스업, 위생 및 유사서비스업, 보건 및 사회복지사업 등으로 연구를 확대할 필요가 있음을 확인하였다.|The results of a prior study suggesting that industrial accidents are more affected by workers' work factors and the safety culture and atmosphere of companies, than by physical factors such as facilities and equipment, by improving the safety culture of service industries. The purpose of this study is to develop safety culture evaluation index which can contribute to prevention of disasters and apply it directly to the field, seeking consulting factors and ultimately contributing to the improvement of the safety and health organization culture in the service sector. In addition, through the research, we searched for measures to improve safety culture and safety consciousness in the service industry and presented the evaluation index that can measure the safety culture of the organization. Through the time series analysis of improving the safety culture of the organization directly from small businesses, And to suggest an empirical and effective measures to establish an organizational safety culture. As a result of the study, we developed the evaluation index of the organizational safety culture applicable to the food industry and the wholesale and retail sector in the service sector and applied it to 9 branches of 3 companies and presented the general opinion of consulting. In the process, various policy exercises and consulting related to the spread of organizational safety culture were re-recognized to prevent and reduce industrial accidents.
