상호저축은행의 자본조정에 관한 연구

Abstract

The purpose of this study is to look at whether mutual savings banks perform capital managements using the amount of loan-loss reserves transferred in order to expand loans. Prior to 2008, the government implemented mitigation measures to recognize credit risk as low as 20 percent of equity capital if the requirements of "BIS ratio of 8 percent or higher" and "fixed credit ratio" (8.8 percent) were met under the favorable conditions of savings banks, but the easing regulations after the insolvency of savings banks were removed and 8.8 percent was required to comply with the regulation on supervision of the Savings Bank Act. In other words, savings banks are subject to monitoring if they fail to achieve an 8.8 percent rate in accordance with regulations set by the financial authorities. In addition, since the 8.8 percent ratio is an indicator that can provide superior information to consumers and investors using the bank, managers of savings banks will have an incentive to achieve the 8.8 percent rate. This study empirically examines whether there is an incentive for savings banks to achieve an 8.8 percent ratio, and whether savings banks below 8.8 perform capital managements to meet the 8.8 percent rate if the 8.8 percent ratio extends loans or accompanies a high level. The empirical analysis results of this study are as follows. First, the result of comparing companies below 8.8 with those that reached 8.8 showed higher loan levels and loan growth potential. Second, entities that do not meet the 8.8 percent ratio were found to be making capital managements using bed debt expense, while those that achieve the 8.8 percent ratio showed a link between bed debt expense and the wealth between capital. In other words, it suggests that consumer sites using mutual savings banks are using the 8.8 percent ratio, and that insolvent savings banks that fall short of the 8.8 percent ratio are using capital managements more.

【Key words】8.8 percent ratio, bed debt expense, capital management |본 연구는 상호저축은행이 대출확대를 위해, 대손충당금 전입액을 이용하여 자본조정을 수행하는지 살펴보는 것을 목적으로 한다. 2008년 이전에는 저축은행의 우량 조건으로 “BIS비율 8%이상”과 “고정이하여신비중 8%이하” 요건(8.8 비율)을 달성할 경우 여신한도를 자기자본의 20%까지 인정해주는 완화조치를 시행하였으나, 저축은행 부실 사태 이후 완화 규정은 삭제되고 저축은행법 감독규정에 따라 8.8 비율을 따르게 되어있다. 즉, 저축은행은 금융당국이 설정한 규정에 의거해 8.8 비율을 달성하지 못할 경우 모니터링(monitoring) 대상이 된다. 아울러 8.8 비율은 은행을 이용하는 소비자와 투자자에 우량성의 정보를 제공할 수 있는 지표이므로 저축은행의 경영자는 8.8 비율을 달성하려는 유인이 존재할 것이다. 이에 본 연구에서는 저축은행이 8.8 비율을 달성하려는 동기가 존재하는지 실증적으로 살펴보고, 8.8비율이 대출을 확대하거나 높은 수준으로 수반할 경우 8.8비율에 미달하는 저축은행이 8.8비율을 맞추기 위해 자본조정을 수행하는지를 살펴본다. 본 연구의 실증분석 결과는 다음과 같다. 첫째, 8.8비율에 미달된 저축은행과 8.8비율을 도달한 저축은행을 비교한 결과가 8.8비율에 도달한 저축은행이 대출수준 및 대출성장성이 더 높았다. 둘째, 8.8비율에 미달된 저축은행은 대손상각비를 이용하여 자본조정을 하고 있는 것으로 나타났으며, 8.8비율을 달성한 저축은행은 오히려 대손상각비와 자본간 부(-)의 관련성을 보였다. 즉, 저축은행을 이용하는 소비지가 8.8비율을 이용하고 있으며, 8.8비율에 미달한 부실한 저축은행이 자본조정을 더 많이 이용하고 있음을 시사한다.
