Abstract

Modern developed countries strive to be welfare states. The reason why a nation should take the social welfare delivery system into account in establishing its social welfare policy is because the abstract social ideology and value become concertized by the delivery system. Furthermore, in case of our nation, the current environmental changes surrounding social welfare have increased the necessity of rationalizing and efficientizing the social welfare delivery system. Therefore, it is the purpose of this thesis to find out the ways of enlarging and reforming the social welfare delivery systems in both public and private sections, to analyze their respective roles and responsibilities, and to seek for the ways of reformation concerning the consequent problems, for the sake of establishing an efficient social welfare delivery system. Moreover, it is the method of this thesis to refer to and quote both foreign and domestic related literature and theses for theoretical analyses concerning the roles and the responsibilities of both public and private sections, to utilize the recent related statistics of the Government in order to analyze the current status, and to make a literature analysis on the basis of statistics and theses of the private social welfare sections. Then, the objects of this research are the Government and the exemplary public health welfare offices in the public section and the Social Welfare Association, the social welfare institutions in the private section. The content of this thesis is structured as the following. The first chapter presents the purpose, the sphere and the method of this study. The second chapter reflects upon the concept and the characteristics of the social welfare delivery system and makes a theoretical analysis of the roles and the responsibilities of both public and private sections. The third chapter analyzes the status and tile problems of the current social welfare delivery systems of both public and private sections of our nation with regard to organization, personnel, function and finance. The fourth chapter offers the ways of reformation for an efficient social welfare delivery system, and the fifth chapter organizes the conclusion of this study. This thesis has analyzed the problems of the social welfare delivery system of our nation as the following. Concerning the problems in the public section, first, the social welfare institutions are the dual structure divided into the policy-drafting institutions and the executive institutions. Furthermore, even the executive institutions are divided into the central and the local institutions. This threefold structure makes the enforcement of policies delayed and formal. Second, the efficiency and the effectiveness in executing the social welfare policies have been decreased because of the lack of professionality. Moreover, concerning the problems in the private section, the civil institutions come to have the characteristics of both public and civil institutions because they unduly depend financially upon the Government. In other words, the administrative instructions and supervision of the related Government officials to the service-givers of the civil institutions have become customary because the public institutions control the financial resources for the civil institutions although the subject of the administration is the civil institutions. Thus, the civil institutions cannot show its positive characteristics such as professional, unofficial, voluntary, self-controling, and more humanistic and differentiated regarding service programs. Therefore, this thesis offers a suggestion that the public health welfare offices in the public section and the Social Welfare Association in the private section should be enlarged and reformed in order to establish an efficient delivery system, and that the roles of the central Government and the local governments, and of the public and the private sections should be clearly differentiated in order not to waste their resources. However, first of all, this thesis argues that the reformation of consciousness of the subjects of the social welfare service delivery has to be preceded. In other words, the officials of the public sections must cast away their hierarchical mind-set, and the executives of the private section should realize that they are not lofty benefactors. Furthermore, the local civilians should voluntarily take part in the social welfare delivery system. Then, there comes a true reformation of the social welfare delivery system.
