사회복지 서비스 전달체계의 개선방안 연구
- Abstract
- The success of any Social service activity as measured in terms of helping clients or communities, is dependent on the organizational environment in which the world is carried out.
From a social worker's point of view, there are two principal sources of assistance to clients seeking help : the service to be received from the worker and his or her agency, and the services offered by all other local, provincial and national agencies. A large segment of welfare recipients have multiple problems, which may involve five, six or even more agencies at one time. The interrelationships between all these agencies and their helping procedures can be conceptualized as the human services delivery system.
In Korea, social welfare delivery system gets more attention today since the local autonomy system was adopted by the nation. It was found that there are a number of problems to be solved in the system in local level. This study selected Eunpyung-Gu, Seoul as a case to be analyzed. By using data yield by the local government and interview data on public assistance workers, the study suggests the following measures :
1) professionally trained public social welfare workers should be increased substantially
2) community welfare centers should be established in both public and private sectors
3) Community welfare council should be established so that it could coordinate local social welfare services.
4) Social accountability measures should be applied to all social welfare services and agencies.
