貧困女性自活事業의 改善方案에 關한 硏究
- Abstract
- The purpose of this study is to review the women public work program in the basic livelihood security system.
This study reviews the individual traits and needs of the people participating in the self-supporting programs, finds the ways to increase job opportunities meeting their ability and needs, and helps them rehabilitate themselves successfully. For this purpose, the third sector of welfare and environment which cannot be easily developed in the market system was examined to provide them with the opportunities of valuable experience through labor activities and help them to be a useful labor force in society.
To be more specific, the obstacles faced by the subject people and their desire of self-support and willingness to work were reviewed to establish a third sector type job creating and financing system.
To this end, relevant literature and preceding studies as well as relevant data were reviewed, and a questionnaire survey was conducted for the subjects sampled from those lower-income people relying on the subsidies under the National Basic Livlihood Security Law, A total 122 copies of the questionnaire were distributed via welfare specialist of flcials, and 100 out of them were returned to the researcher. The collected data were processed using the dbSTAT program for frequency analysis as per variable and regression analysis for coefficients among variables.
The problems involving the self-supporting programs can be addressed as follows :
1. The current score-based self-support subject selection or classification system does not reflect a]1 subjects' desire of self-support, an important factor of self-supporting program.
2. Since the current programs consist of simple labor works, women subjects are discouraged from self-support.
3. The civil organizations enlisted do not provide for adequate self-supporting programs in a systematic way.
4. The self-support service users and suppliers cannot get an easy access to the information service system
5. The women self-supporting service programs are limited to a certain class or facilities.
6. Public and civil self-supporting programs are mixed, causing confusion.
The reform measures for the above problems can be summed up as follows :
1. The score-based subject selection system should be replaced with a classification system focused on subjects' desire of self-support.
2. The self-supporting work programs should integrate work, training and counselling services.
3. The civil organizations engaged in the self-supporting programs need to be reclassified depending on their business types to establish an efficient civil self-support system.
4. Since Internet has been distributed "an integrate work system" allowing the subjects and suppliers to get an easy access to the self-supporting programs should be constructed.
5. The current self-supporting programs limited to a certain class or facilities should be expanded to a third sector to create more job opportunities.
6. The self-supporting programs of the public organization should be drastically mandated to civil organizations, if they are redundant.
Lastly, it is hoped that the above reform measures will be useful to government' women self-supporting programs.
