북한의 군사위협 변화에 관한 연구

Abstract

Recently, the Kim Jong Un regime has been making a gesture of reconciliation to South Korea and the international community while declaring the complete denuclearization of the Korean peninsula. Through the inter-Korean summit, the two Koreas are trying to achieve political goals by claiming to abolish nuclear weapons and conclude non-aggression agreements. North Korea can not find any possibility of abandoning nuclear missiles even if it presents any conditions in the international community. In addition, it is to perpetuate the Kim Jong Un regime by pursuing policies that pursue economic development and nuclear weapons development projects at the same time, even in international isolation. Despite the international community's hard-line pressure and sanctions, the security situation in North Korea is maintaining steadily, and despite the strong international sanctions for the realization of the unification of the South Korean armed forces, the international community is trying to secure the command of the nuclear power with "My-way will". In order to analyze the actual threat in the field of nuclear missiles and biochemical weapons, which are asymmetrical powers of North Korea, we examined the nuclear development process and ability, analyzed and evaluated the possibility of North Korea's weapons of mass destruction and the possibility of the means of provocation, and suggested the direction for future threats of our military by predicting the impact on North Korea's defense security against WMD. Currently, North Korea has made considerable progress in developing reentrants of missiles equipped with nuclear warheads, and it is highly likely to prove its operational nuclear capabilities by completing the reentrants, and analyzed why North Korea is concentrating on strengthening asymmetric power through the development of weapons of mass destruction such as nuclear and missiles and biochemical weapons. For the practical threat assessment of North Korea, the current government needs to actively discuss high-strength military measures to enhance its execution power, such as the circulation of strategic weapons to defend the North Korean missile system that threatens South Korea by more specifying the US expansion deterrent measures, regular deployment of nuclear-powered aircraft carriers at Jeju naval base, deployment of nuclear submarines in the East Sea and NATO-style tactical nuclear repositioning. To prevent the nuclear war of the North Korean regime, the nuclear war by the North Korean regime is prevented through negotiations to freeze the nuclear and missile development projects of the North Korean regime through its own military and multilateral diplomatic negotiations that can carry out preemptive military strikes on nuclear and missile facilities, the US government achieves the main goal of the US government, 'long-term denuclearization', the collapse of the North Korean regime and the loss of buffer countries (China government), It guarantees that power is maintained with intelligence. South Korea needs to improve relations with neighboring countries so that it can strengthen its own powers, independent capability and alliance capability with allies in the threat situation of North Korea's weapons of mass destruction, and develop multilateral security capability through international cooperation so that North Korea can not provoke war in advance. In addition, all available measures should be used to build a strong deterrent to be prepared militaryly to abandon and abolish nuclear and missiles, and to ensure the effectiveness of customized expansion deterrence provided by the United States, the most realistic policy alliance that can create overwhelming deterrence. Until now, there has been still insufficient research on the trend of development of weapons of mass destruction since the establishment of North Korea's strategic army.Future research directions should be conducted to measure the types and actual threats of weapons of mass destruction held by North Korea and to search for countermeasures at the defense level. It is more urgent to establish systematic research on the development ability of weapons of mass destruction and actual threats possessed by North Korea.| 최근 김정은 정권은 완전한 한반도 비핵화를 선언하면서 남한과 국제사회에 화해의 손짓을 보내고 있는 가운데 남북정상회담을 통해 남북한의 긴장완화와 화해무드를 조성하면서 핵 폐기와 불가침 협정체결 주장을 통해 정치적 목적을 달성하려 노력하고 있다. 북한은 국제사회 어떤 조건을 제시하더라도 핵미사일 포기 가능성은 찾아볼 수 없고, 국제적 고립 상황에서도 핵미사일 개발만이 협상카드로 인식, 최우선 전략적 목표를 경제발전과 핵무기 개발사업을 동시에 추구하는 정책, 즉 병진노선을 추진하여 김정은 정권을 영속화하는 것이다. 하지만 국제사회가 강경한 수준의 압박과 제재를 가하고 있음에도 북한의 내부 안보상황은 안정적으로 유지되고 있으며, 대남 무력적화통일 실현을 위해 강력한 국제사회 재제에도 불구하고「My-way 의지」로 핵보유국 지휘 확보를 위해 노력 중이다. 북한의 비대칭전력인 핵미사일 및 생화학무기 분야에 한정하여 실제적 위협을 가정 분석하기 위해서 핵 개발 과정 및 능력을 고찰하고, 북한의 대량살상무기의 운용과 투발수단의 가능성을 분석 및 평가하여 북한의 WMD에 위협에 대한 국방안보에 미치는 영향을 전망함으로써 미래 우리군의 위협 대비 방향을 제시 하였다. 현재 북한은 핵탄두를 탑재한 미사일의 재진입체 개발에 상당한 진척을 보였고, 해당 재진입체를 완성해 실제로 운용 가능한 핵 역량을 입증할 가능성이 높으며, 북한이 핵·미사일을 비롯한 생화학무기 등의 대량살상무기 개발을 통해 비대칭전력 강화에 집중하고 있는 이유가 무엇인지에 대해 분석하였다. 북한의 실질적인 위협평가를 위해 현 정부는 미국의 확장 억제책을 보다 구체화하여 한국을 위협하는 북한의 미사일체계를 방어하기 위한 전략무기의 순환 전개 내지 상시 배치, 핵 추진 항공모함의 제주 해군기지 정기 배치, 핵 잠수함 동해 배치와 NATO식 전술 핵을 재배치하는 등 고강도 군사 조치들을 미국과 적극 논의해 나가야 할 필요성이 있다. 북한 정권의 핵전쟁을 방지하기 위해서는 핵과 미사일 시설에 선제적 군사타격을 실행 할 수 있는 자체 군사력과 다각적인 외교협상을 통해 북한 정권의 핵과 미사일 개발사업을 동결하는 협상을 통해 북한 정권에 의한 핵전쟁을 방지하고, 미국 정부의 주요 목표인 ‘장기 비핵화’를 달성하는 한편 북한 정권의 몰락과 완충국(중국정부)의 손실을 방지하며, 김 씨 일가가 최소한의 핵 억지력을 보유한 채 권력만을 유지토록 보장하는 것이다. 한국은 북한의 대량살상무기 위협상황에서 스스로의 힘인 독자역량, 우방과의 동맹역량을 강화하고, 국제협력을 통한 다자적 안보역량을 키워 사전에 북한이 전쟁을 도발하지 못하도록 국제사회의 강경한 수준의 압박과 제재가 될 수 있도록 주변국들과 관계개선이 필요하다. 또한 가용한 모든 방책을 활용하여 핵·미사일을 포기·폐기하도록 군사적으로 대비해야 할 강력한 억제력을 구축하고, 압도적 억제력을 창출할 수 있는 가장 현실적인 방책 동맹인 미국이 제공하는 맞춤형 확장억제의 실효성을 보장 받아야 한다. 현재까지 북한의 전략군 창설 이후 대량살상무기 개발 동향에 관한 분석·평가한 연구가 여전히 미흡하다. 향후 연구방향은 북한이 보유하고 있는 대량살상무기의 종류 및 실질적 위협을 측정하고, 국방차원의 대응 방안을 모색하기 위한 연구가 지속적으로 수행되어야 하며, 북한이 보유한 대량살상무기 개발 능력 및 실제적 위협에 대한 체계적인 연구 마련이 보다 시급하다고 본다.
