不動産市場에서의 리모델링 産業의 發展 展望과 活性化 方案에 관한 硏究
- Abstract
- Remodeling would mean the remodel, repair, expanding and rebuilding activities which can plan the elevation of the economic value through the functional improvement aiming at the existing housing stocks and the external environment. It is predicted that the rapid development shall come true in 2000's by standing out through local economic change and constructional environments.
From the high cost and low efficiency structure in the past the demand for the maintenance, management, improvement and repair of existing buildings are increasing rather than setting up new buildings by the occurrence of the advent of housing supply ratio of 100% to existing house hold numbers and the problems of high efficiency structure is being improved and the necessity of the market exploit for the high value added value are being raised head.
The prospect is that the demand pattern of remodeling will start with such non-residential sectors as offices, business arcades, the specific business building and then it might be expanded to the residential property after 2010.
When analyzing the development prospect of remodeling markets, it seems that 15%∼20% of the entire construction market might appear from 2000∼2010, during 2010∼2020, the growth steps of remodeling industry, the scope of market might grow up to 28 trillion Won (Korean currency), which indicates 25%∼3o% of the entire construction market, and after 2020, the stable step of remodeling industry, showing the stable growth with the greatest specific gravity at the construction market according to fields and occupying more than 30% of the entire construction market scope of more than 30%, it is analgize that it will be developed to the market size of 31 trillions Won.
For the better activation occupying the largest specific gravity in the construction field after 2020 breaking away from present insufficient conditions of such remodeling industry, it is predicted that there shall be big difficulties unless there is the systematic backup through the compilement of institutional insufficiency and the improvement of the various kinds of problems.
Consequently, in order for the remodeling industry to be more activated, we should take some steps of the following plan.
First, the improvement of social recognition toward the remodeling business and the setup of systematic policy by government. It is judged that the recognition change of Win-Win policy reading the remodeling shall be profitable both to demanders and suppliers and suppliers and the recognition reading the remodeling industry shall contribute to the creation of the new construction demand type of the 21st Century. And it is required that the systematic policy should be established to manage them and to further the various conditions.
Second, the betterment of the rules related to legal institutional envirounent should be preceded. In order for remodeling industry to be more activated, as the control on the aspect of related law might work as a big stumbling block, systematic adjustment and complement might be necessary and the application of construction basis should be relieved and the control on the facility expansion incurred by the change of use being accompanied when fulfilling the remodeling project shoud be relieved.
And when remodeling through the expansion and rebuilding of existing buildings are in force, the control on the curtailment of area size below existing buildings should be improved. And when working on the remodeling project for the private and public houses which is considered to be a big specific gravity in the field of housing industry, the control restricting when the project is in force should be improved.
Third, in order to activate the remodeling business on industry, the financial and taxation support system should be synthetically built up. In so doing, the improvement of such official financial institution as citizens housing fund and energy saving fund might be necessary but for the objects excepted from the official financial support when remodeling project is in force, civilian finance and real estate investment company institution should be supplemented and used well. And the special repair appropriate fund constitution which present existing remodeling related law is regulating on should be positively used.
It is also necessary to examine the plan on the fixed portion of special repair appropriate fund to be accumulated by the related law to the interest rate of the loan for the remodeling project and the plan on the taxation support for the energy saving facilities according to energy saving project as a taxation support scheme.
We judge that the tax exemption scheme should be arranged by elastically applying to the taxation system related to the real estate which is added by the fulfillment of remodeling project.
This study has made an effort to stress on the importance of location which remodeling industry occupies and to make the systematical analysis on the prospect and scope of predicted remodeling markets, and has tried to suggest the schemes of its activation in many angles.
From now on, when the remodeling industry becomes more activated, a plenty of data and research shall follow and this study shall be used as a cornerstone.
