벤처확인제도가 기업의 경쟁력과 성장전망에 미치는 영향

Abstract

4차 산업혁명의 시대와 다양한 ICT 혁신기술의 발전은 저성장 경제 기조에서도 기업의 글로벌 사업환경을 급격하게 변화시키고 있다. 세계 주요국가들은 벤처기업과 혁신기술을 중심으로 한 새로운 혁신 생태계를 구축함으로써 글로벌 주도권을 확보하기 위한 경쟁에 박차를 가하고 있다. 우리 정부 또한 벤처기업의 중요성이 더욱 커짐에 따라 벤처기업을 위한 육성 및 성장 지원정책에 역량을 집중하고 있다. 벤처확인제도는 정부가 벤처기업의 성장 가능성에 공신력을 부여하고, 법적 요건에 해당하는 기업을 벤처기업으로 확인하여 이들 기업에 조세·금융·기술개발 지원 혜택을 주고자 1997년 ｢벤처기업육성에 관한 특별조치법｣의 제정으로 1998년에 도입된 제도로서 투자나 연구개발은 물론, 기술보증기금이나 중소벤처기업진흥공단의 보증·대출평가를 받은 기업도 벤처기업 확인을 받을 수 있도록 2005년에 확대·개편되어 운용되고 있다. 벤처확인제도는 그동안 벤처투자정책의 확충과 함께 국내 벤처기업의 육성과 확대에 많은 기여를 해왔다. 본 연구는 정부 주도의 벤처기업 확인유형 중 대다수를 차지하고 있는 기술평가보증기업을 중심으로 벤처확인제도가 기업의 경쟁력과 성장전망에 미치는 영향과 기업의 성장단계별 유의한 차이가 있는지를 실증 분석한 것이다. 본 연구는 중소벤처기업부와 벤처기업협회에서 매년 실시하고 있는 벤처기업정밀실태조사의 2017년 자료에서 기술보증기금을 통해 벤처확인을 받은 기업을 대상으로 추출한 자료를 활용하여 분석 및 가설검정을 진행한 것이다. 본 연구에서는 벤처확인제도를 독립변수로, 기업의 성장전망을 종속변수로 정하고 기업경쟁력의 매개효과와 기업 성장단계별 조절효과를 보고자 하였다. 분석과 검정의 방법은 구조방정식 모형을 이용하였다. 연구결과에 의하면 첫째, 벤처확인제도는 벤처기업의 경쟁력에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 기업경쟁력은 기업의 성장전망에 유의한 영향을 미치는 것으로 나타났다. 셋째, 벤처확인제도는 기업의 성장전망에 유의한 영향을 미치는 것으로 나타났다. 넷째, 기업경쟁력은 벤처확인제도와 기업의 성장전망 간에 매개작용을 하는 것으로 나타났다. 마지막으로 성장단계별 벤처기업 집단에 따라 벤처확인제도와 기업경쟁력, 성장전망 간의 경로에는 차이가 나타남을 확인하였다. 벤처확인제도 유형 중 기술평가보증·대출과 같은 재무적 지원정책을 받는 기업들의 벤처확인제도 유효성에 대한 문제 제기가 되어 왔으며, 또 다르게는 유의한 영향이 나타나는 결과를 보여주는 연구도 있었다. 하지만 다수의 선행연구에서 지적된 바와 같이 정책금융기관 위주의 벤처확인제도 운용은 기술이 시시각각 급변하는 4차 산업혁명 시대에 있어 기술혁신성과 성장 잠재성을 가진 소위 모험적 신생기업들인 벤처기업을 발굴 육성하는 데는 미흡함이 있는 것도 사실이다. 정부는 오랜 검증과 논의 끝에 벤처확인제도를 정부 주도에서 민간 선도로 변경하는 정책을 이미 수립, 공표하였고 곧 시행을 앞두고 있는 상황이다. 향후 벤처확인제도가 신기술 성장유형의 벤처기업 선정과 실제적이고 실효적으로 벤처기업의 경쟁력을 상승시키며 벤처기업의 장기적 성장과 발전에 도움이 되는 역할을 다하고 나아가 우리 산업과 국가경쟁력에 이바지하는 제도로서 발전되기를 기대하며 본 연구가 부족하나마 참고가 되었으면 하는 바람이다.|The 4th industrial revolution and the development of various ICT innovation technologies are rapidly changing the global business environment of companies even in the low-growth economic stance. The world's major nations are stepping up the competition to secure global leadership by establishing a new innovation ecosystem centered on start-ups and innovative technologies. The Korean government is also focusing its capabilities on nurturing and supporting growth for start-ups as the importance of venture business has become greater. The venture certification system was introduced in 1998 with the enactment of the Act on Special Measures for the Promotion of Venture Businesses in 1997 in order to give the public confidence in the growth potential of start-ups and to provide are rapidly changing the global business environment of companies even in the low-growth economic stance. The world's major nations are stepping up the competition to secure global leadership by establishing a new innovation ecosystem centered on start-ups and innovative technologies. The Korean government is also focusing its capabilities on nurturing and supporting growth for start-ups as the importance of venture business has become greater. The venture certification system was introduced in 1998 with the enactment of the Act on Special Measures for the Promotion of Venture Businesses in 1997 in order to give the public confidence in the growth potential of start-ups and to provide development, firms that have received finance and loan appraisal from the Korea Technology Finance Corporation or the Korea SMEs & Startups Agency have been also expanded and reorganized in 2005 so that they can receive certification from start-ups. The venture certification system has contributed a lot to the development and expansion of local venture businesses, along with the expansion of venture investment policies. This study is an empirical analysis of the effects of venture certification systems on the competitiveness and the growth prospects of firms and whether there are significant differences depending on the growth stages of firms, with the focus on technology appraisal finance firms, which account for the majority of the types of government-led venture certification. This study was conducted on analysis and hypothesis testing using data extracted from the 2017 Survey of Korea Venture Firms conducted every year by the Ministry of SMEs and Startups and the Korea Venture Business Association and focusing on start-ups that received venture certification through the Korea Technology Finance Corporation. In this study, the venture certification system was intended to be an independent variable and the growth prospect of firms as a dependent variable and to see the mediated effect of the competitiveness of firms and the moderating effect of the growth stages of firms. The method of analysis and testing was used with a structural equation model. The results of the study show that the venture certification system has a significant impact on the competitiveness of firms. Second, the competitiveness of firms has been shown to have a significant impact on the growth prospects of firms. Third, the venture certification system has been shown to have a significant impact on the growth prospects of firms. Fourth, the competitiveness of firms has been shown to mediate between the venture certification system and the growth prospect of firms. Finally, it was confirmed that there is a difference in the path between the venture certification system, the competitiveness and the growth prospect of firms according to the group of start-ups by growth stage. Among the types of venture certification systems, there has been a problem raising the effectiveness of venture certification systems for firms subject to financial support policies such as technology appraisal finance and loans, and there have been other studies that show significant effects. However, it is also true that many preceding studies have pointed out that the operation of the venture certification system focused on policy lenders is insufficient to find and nurture start-ups, so-called venture start-ups with technological innovation and potential growth, in the era of the fast-changing 4th industrial revolution. The government has already established and announced a policy to change the venture certification system from a government-led one to a private initiative and is about to take effect. I hope that the venture certification system in the future will serve as a system that will enhance the competitiveness of firms by selecting start-ups with new technology growth types and effectively increasing the competitiveness of them, and further contribute to our industry and national competitiveness, and I hope this study will be a reference even if it is insufficient.
