미혼모 복지정책 개선방안에 관한 연구

Abstract

우리나라는 성개방 풍조의 만연과 상업적이고 무분별한 성인사이트의 개방으로 청소년들에게 부정적 영향을 미치고 그 결과 미혼모 문제가 가장 심각한 사회문제로 부각 되었다. 선진국에서는 미혼모와 이들의 자녀를 복지정책의 주요대상으로 포함 시켜 한 부모 지원 정책의 적극적인 지원을 하고 있다. 우리나라의 경우는 개인적 결함으로 보는 관점이 지배적으로 , 사회적 편견의 틀 속에 갇혀 국가의 미혼모 복지정책 발전에 제한적 이었다. 하지만 최근에는 아이를 양육하려는 미혼모 수의 증가와 더불어 우리사회가 저 출산 시대의 새로운 가족 형성과 구축을 위하여 양성 평등에 입각한 보편적 가족 복지 정책의 구현을 목적한다. 이에 우리나라의 미혼모 복지지원 정책의 문제점 그리고 외국의 미혼모 지원 정책을 살펴본 후 개선방안과 우리사회에 맞는 효과적이고 실질적인 미혼모 복지 정책의 대안을 모색하는데 의의가 있다. 이에 본 연구는 Gilbert & Terrell 의 정책 분석의 틀을 원용하여 미혼모 복지 정책을 살펴보면 다음과 같다. 첫째, 할당영역으로는 누가 대상자인가? 누구에게 급여 또는 지원이제공 되는가? 의 문제로 미혼모와 그들의 자녀가 모두 대상자이며, 입양을 선택한 미혼모, 양육을 선택하는 미혼모, 10대 미혼모등 이들을 한 가족 형태로 인정하고 적절한 복지정책 지원이 제공되어야 한다고 본다. 둘째, 급여영역이란 미혼모 복지정책을 실현하는 핵심 사업으로 크게는 소득보장과 사회복지서비스사업으로 나누어진다. 직접적인 소득보장의 일환으로 생계비지원, 의료비 지원, 양육수당, 주거지원등을 들 수 있다. 사회복지서지스사업으로는 미혼모 예방사업, 상담사업, 시설확충, 재가 미혼모지원, 사회복귀프로그램, 취업교육, 10대미혼모 학업지속보장, 미혼모관련 단일법의재정과 미혼부 책임의 법제화등을 복지정책 주요사업으로 볼 수 있다. 셋째, 재정영역이란 급여와 서비스를 위한 재원의 조달 방법과 활용에 관한 것으로 공적인 것과 사적인 것으로 크게 나누어 지며, 다양한 조달 방안이 있다. 선진국의 복지예산에 준하는 복지예산 확보를 위해 노력하여야 할 것이며, 미혼부 책임의 법제화로 자녀양육비 확보로 미혼모 복지 정책의 재원을 마련하여야 할 것이다. 넷째, 사회복지 서비스 전달체계 영역은 미혼모에게 지원되는 급여나 사회복지사업 등이 여러 영역에서 다양하게 이루어지고 있기 때문에 전달체계역시 다양한 경로로 나타난다. 이에 복지, 보건, 고용 등 공공, 민간의 합동체계로 급여, 서비스가 통합 연계하여 제공 되어져야 한다. 미혼모를 사회의 요보호자로 인식하게 되면 이들이 국가 기관으로부터 복지 혜택을 받게 할 수는 있지만, 서비스의 내용이나 질은 상당히 제한 될 수밖에 없다. 이에 미혼모와 그들의 아동을 한 가족 형태로 인정하고 적절한 복지정책 지원이 제공되어야 한다고 본다.|In Korea, widely spread tendency of sexuality openness and easy access to commercial and indiscreet adult websites caused negative influence to young boys and girls. As a result, the issue of unmarried mothers emerged as a most serious social issue. In developed countries, the welfare policy for unmarried mothers and their children are included as an important object in their welfare policies, and active aid are provided to them based on the supporting policy for the single parents. In Korea the issue was predominately blamed as individual faults due to biased viewpoint, therefore, the national welfare policy for the unmarried mothers was limitedly developed. However, as the number of unmarried mothers who want to bring up their children is increasing and birth rate is very low, Korean society recently aims to realize the universal family welfare policy based on gender equality in order to build up new era family system. In these context, this study reviews problems of the welfare policy for the unmarried mothers in Korea and practices in foreign countries to aid sole parents, then try to find an improvement program and/or proposal for effective and concrete welfare policy for the unmarried mothers suitable to Korean society. A framework for social welfare analysis sugested by Gilbert and Terrell was utilized in the study. 1. Dimension of social allocations: This is related to "Who will be recipients?" or "To whom benefits or aid will be provided?" All the unmarried mothers and their children should be recipients. An unmarried mother who has opted adaption, or opted raising up, or a teenage unmarried mother should be recognized as a form of family, and appropriate supports based on the welfare policy should be provided. 2. Dimension of allowance: This is the core work to execute the welfare policy for the unmarried mothers and consists of securing income and providing social welfare services. Direct income to be secured should include living cost, medical expenses, expenses to bring up children, and housing expenses, etc. Important social welfare services should include programs to prevent unmarried mothers, counselling programs, expansion of facilities, programs to aid home staying unmarried mothers, program to help coming back to normal social life, employment training, program to secure schoolworks of juvenile unmarried mothers, unified legislation related to the unmarried mothers, legislation of responsibilities for unmarried fathers, etc. 3. Dimension of finance: This is related to mode of financial resource and systems of transfer for the welfare allowance and service. It can be divided in to official and unofficial. There are various sources of funds. Efforts should be exerted to secure the welfare budget comparable with the level of developed countries. One way for the financial resource to be pursued is to secure expenses to grow up children via legislation of responsibilities for unmarried fathers. 4. Dimension of delivery system for social welfare service: Because allowance paid to unmarried mothers and social welfare service are variously provided in different fields, delivery systems can be available from very different routes. Therefore, official and unofficial programs for welfare, health care, employment, etc. should be combined, and programs for allowance and service system should be integrated or linked. If unmarried mothers are perceived as a group requiring protection in the society, they can be provided with welfare benefits from national organizations. However, such services should be surely limited in contents and/or quality. From this respect this study views that an unmarried mother and her children should be recognized as a form of family and that aid based on appropriate welfare policy should be provided to them.
