디지털 행정서비스 활성화를 위한 스마트 전자증명문서 유통 플랫폼 연구

Abstract

대한민국 정부는 1990년대부터 적극적으로 공공 정보화 사업을 추진하여 세계 최고 수준의 전자정부를 구축했으며, OECD 전자정부 평가에서도 꾸준히 최상위 수준을 유지하고 있다. 또한 2020년 10월에는 OECD가 처음 실시한 디지털 정부 평가에서 33개 국가 중 종합 1위를 차지하기도 했다. 대한민국 행정서비스는 세계적으로 우수한 평가를 받고 있으나, 행정서비스가 민간-공공 연계가 부족하여 행정서비스 전·후방 단계에서 ‘디지털 병목’ 현상을 개선하지 못해왔다. 특히, 공공부문에서 발급하는 증명서가 오직 종이로만 발급되어 해당 증명서를 구비서류로 하는 행정·금융서비스 등 국민경제 생활과 일상에서 발생하는 오프라인 비효율성을 해결하지 못했다.

대한민국 정부는 2019년 10월 ‘디지털 정부혁신 추진계획’을 수립하여, 주민등록등본, 건축물대장과 같은 공공부문 증명서를 전자문서로 발급하는 ‘전자증명서 유통·발급 서비스’를 구축 중이다. 2021년까지 총 300종의 증명서를 전자문서로 발급할 계획이며, 종이증명서가 2022년까지 절반 이하로 감축되면, 연간 3조 원 이상의 증명서 발급 및 처리비용 절감이 예상된다. 전자증명서는 증명서에 포함된 디지털 데이터를 활용할 수 있어 데이터 기반 혁신성장을 촉진하며, 스마트폰 앱에서 실시간으로 처리할 수 있어 다양한 디지털 행정서비스 출현을 기대하게 한다. 향후 모든 신청과정이 디지털화되면 디지털 트윈(Digital Twin) 개념의 가상 행정서비스, 스마트시티 조직을 운영하는 것도 가능하게 될 것이다. 그러나, 전자증명서는 종이증명서와 달리 현실 세계에 물리적으로 존재하지 않으므로 전자증명서를 수취하고 이용할 수 있는 전산정보처리조직 구축이 필요하다. 이 사업의 성패는 ‘공공부문 뿐 아니라 민간에서 발급하는 다양한 증명서를 신속하게 전자증명서로 전환하여 전자문서로 발급 가능한 증명서 종수를 확대’하고, 한편으로는 ‘증명서를 수취받는 기관이 쉽게 전자증명서 네트워크에 참여하는 기반을 조성’함으로서, 위 양면시장을 가치복합체로서 전자증명서 유통 생태계에 참여시키는데 있다.

연구자는 디지털 행정서비스 ‘전자증명서’를 디지털 행정 및 금융서비스의 패러다임 변화로 인지하고 전자증명서의 특징과 유통구조를 순차적으로 연구하여 민관이 공동 이용할 수 있는 지능형 융합 플랫폼을 제안했다. 이 연구 결과로 제시된 모델이 민관이 상호 Win-Win 할 수 있는 전자증명문서 유통 플랫폼으로 구축되어 디지털 대한민국 및 e비지니스 생태계에 ‘뉴 노멀’이 될 것을 기대한다.|Since the 1990s, the Korean government has actively promoted public informatization projects and established the world's best e-Government. Korea consistently maintains the highest level in the OECD e-government evaluation. Besides, in October 2020, Korea ranked first among 33 countries in the OECD's first digital government evaluation. As such, Korea's public administration services are highly regarded worldwide. However, due to the lack of private-public coordination, Korea's public administration services have not improved the "digital bottleneck" at the front and rear phases of public administration services. In particular, the problem that the public sector's certificates are issued only on paper has become the main cause of offline inefficiency arising from the daily economic life of the citizens such as financial services with such certificates as required documents.

The Korean government established the 'Digital Government Innovation Promotion Plan' in October 2019, and is implement an 'e-Certificates Issuance and Processing Project' that issues public sector Certificates such as Resident Register and Building Register as electronic documents. By 2021, a total of 300 types of certificates will be issued in electronic form, and when paper certificates are reduced to less than half by 2022, it is expected to reduce the cost of issuing and processing certificates by more than 3 trillion won annually. Electronic certificates will facilitate data-based innovation growth by utilizing digital data contained in certificates and can be processed in real-time in smartphone applications, which help a variety of digital civil services emerge. In the future, when all application processes are digitalized, the concept of Digital Twin will enable virtual administrative services and smart city organization operation. However, unlike paper certificates, electronic certificates do not physically exist in the real world, so it is necessary to establish a computerized information processing organization that can receive and use electronic certificates. The two success factors of this project are to expand the number of types of certificates that can be issued in electronic forms by converting various certificates issued by the private sector as well as the public sector into electronic certificates in a short period and to create a basis for the institution receiving the certificate to participate in the electronic certificate network and the electronic certificate communication ecosystem as a value complex in the above two-sided market.

Researchers recognized "electronic Certificates" as a paradigm shift in digital administration and financial services. Also, by studying the characteristics and distribution structure of electronic certificates, Researchers proposed an intelligent platform that can be used jointly by public and private sectors. The researcher expects that the model presented as a result of this study could be built as a Smart e-Certificate Communication Platform that allows the public and private sectors to coexist, becoming a 'New Normal' of Korea's Digital Government and e-business ecosystem.
