Abstract

The elderly problem come to the society as a big burden these days. The problem is caused by increase of the elderly's population, weakness of family function, and insufficiency of the social welfare, and these are expected to be getting serious by the radical change of society. The problem in agricultural district is more serious than any other places, because rural exodus has made the elderly work by themselves for long time after the industrial development and it is getting worse by WTO era. In other words, the problem is getting worse day by day because most of people in agricultural district are the elderly, income in agricultural district are very low compared to those of city, and prices of the produce are unstable. The system for the elderly welfare should be changed and developed according to changed social condition and various demand of the elderly. The elderly usually meet many problems such as losing role, increasing leisure, decreasing income, weakening heath and feeling loneliness. The government should help them actively for the elderly who ate in difficulties but the government spend just 0.15% of Health-Welfare Department's budget for the elderly welfare. Most of all, 32% of the budget for elderly welfare is used to maintain the facility for the elderly just 0.3% of the elderly who are over 65, who live ehter. These problems demand new approach, and local churches could strengthen their service for the elderly to support the Kyunggi-Do to make a plan of improving the churches service for the elderly because the role and concern of local churches for the elderly welfare are considered those are insufficient so far. The result of the study showed that most of churches have little budget and poor programs. The result showed that 66.6% of the churches have spent 5% or less than 5% of their budget on social service expanses and 50% of the churches haven't have any program of social welfare. Even though there were some, those are just for child or instant party in honor of the elderly. According to the pastor who is charge a chuch, society service is generally the basic duty for chuch, but there is a big difference between the idea and the practice. Considering his answer that he preaches on social welfare in just particular season, the intention should be strengthened. As the result of it, the church in agricultural district should improve following to encourage their service for the elderly: First, The pastors should be improve their fought to help the problems to solve and to service the local district. Second, The churches should invest more budget in social welfare in spite of their financial difficulties. Third, Each religious association should systematically help the local churches to conduct their social welfare service. Forth, The churches should stop the complain about their budget and place and develop new program for the elderly welfare. For example, 1) founding new department for the elderly 2) counseling on the phone 3) sending helper to the elderly's homes 4) providing jobs for the elderly 5) founding united welfare association and so on. All churches should practice these actively at this time, therefore the elderly who have suffered national government or local government's deficient policies are able to live happily for their rest.
