노인주간보호서비스 개선방안에 관한 연구

Abstract

노인인구의 평균수명의 연장과 고령인구의 급증은 사회변화에 따른 가정에서의 노인 보호기능의 약화 특히 핵가족화에 따른 노인단독세대의 증가, 여성의 사회진출에 따른 맞벌이 부부의 증가, 그리고 부양가족의 질병, 출장 둥 노인을 보호할 수 없는 사유발생으로 인해 재가노인 복지의 필요성은 더욱 제기되고 있다. 이러한 노인문제에 대한 인식과 노인들의 삶의 질을 높이고, 삶의 방식을 유지시키며 가족들의 부양부담을 덜어줄 수 있는 우리의 정서에 적합한 사회적 지원체계의 보완이 시급한 실정이다. 재가복지서비스의 일환인 주간보호서비스는 심신의 장애를 갖고 있는 노인들을 낮 동안 보호하여 심신기능의 유지와 향상을 도모하고 재활의 기회를 마련해주며 가족들에게는 부양부담 경감 및 사회활동 활성화를 유도하며 노인들이 친숙한 삶의 터전에서 가정의 독립적인 생활과 시설이용으로 사회적인 생활을 동시에 만족시켜줄 수 있다는 점에서 바람직한 지원체계라 할 수 있다. 본 연구는 노인주간보호서비스가 질적·양적으로 확대 실시될 것을 예상하여 전국 약 105개 노인주간보호시설 중 서올시를 중심으로 운영되고 있는 시설을 통하여 주간보호서비스의 실태분석을 기초로 문제점을 발견하고 개선방안을 제시, 노인주간보호서비스의 활성화를 모색하는데 목적이 있다. 본 연구의 주요결과를 요약하면, 첫째, 대상자 측면에서 대부분의 시설이 서비스 이용자의 대상자선정과 내용에 있어 건강상태에 관계없이 혼합된 형태였고, 서비스(프로그램)대상자 특성은 고려하지 않고 획일적으로 재공되고 있었다. 둘째, 시설여건 측면에서 시설 및 환경이 이용인원에 비해 미비하고 재활서비스 제공을 위한 치료실 등은 열악한 실정이었다. 셋째, 운영인력 측면에서 서비스 이용자의 인원에 비해 서비스 담당자의 수가 부족하였고, 과중한 업무는 양질의 서비스를 제공하기 어려운 실정이었다. 넷째, 유관기관과의 연계 측면에서 보면 서비스 연계체계는 거의 없는 실정이었다. 이에 따른 노인주간보호서비스의 개선방안을 제시하면 다음과 같다. 첫째, 대상자 선정기준에 있어 서비스 이용자의 욕구에 맞는 분반이 필요하며, 그에 따른 다양한 서비스 프로그램이 제공되어야 한다. 둘째, 노인주간보호시설과 시설이용자의 욕구에 부합하는 다양한 서비스 제공을 위한 시설여건 및 장비가 갖추어진 환경이 확보되어야 하며, 그를 뒷받침할 수 있는 재정적인 지원과 조달방법이 필요하다. 셋째, 원활한 운영을 위한 전문인력과 자원봉사자의 확보가 필요하며, 적절한 인력의 배치가 되어야 하며 인력간 연계체계 구축으로 체계적인 사례관리를 할 수 있게 해야 한다. 넷째, 지역사회 유관기관과의 연계가 필요하다. 지역사회 자원을 최대한 활용하여 다양하고 더 좋은 서비스를 제공할 수 있도록 유관기관과의 협력이 필요하다. 또한, 자원봉사자 및 후원자, 새로운 서비스 수요자를 발굴해야 한다.|As the average life span extends and the old population increases, the function of home protecting the elderly is being weakened, while the grand families are being broken down into nuclear families with increasing single old man or woman families. Moreover, such phenomena as increasing working couples, hesitation of supporting family members to protect their elderly members, etc., necessitate protection of the elderly at home. Hence, it is very urgent for us to be aware of elderly's problems and thereby, reinforce the social support system in a such way as improves their life quality and helps them maintain their life styles. The day care service, a kind of elderly's home welfare services, is designed to protect physically or mentally handicapped elderlies during the day in order to help them maintain their body and mind conditions well or rehabilitate themselves, while relieving their family members of the burden of supporting them. Furthermore, since such a service system serves to help the elderly lead their home life independently or use the appropriate facilities satisfying their needs, it may well be a very desirable supporting system. With such basic conceptions in mind and on the assumption that the day care services for the elderly will increase in both terms of quality and quantity, this study was aimed at surveying the day care service facilities by sampling those located in Seoul out of about 105 ones throughout the nation, and thereby, analyzing the conditions of the facilities to suggest improvement and activate the day care services for the elderly. The results of this study can be summarized as follows; First, it was found that most facilities were providing some mixed day care services by neglecting users'health conditions as well as their needs. In short, the services were very uniform. Second, it was disclosed by this study that most day care facilities for the elderly were poor in terms of facilities and environment, much less the rehabilitation facilities . Third, the number of the service personnels was too small to provide for effective quality day care services for the elderly. Fourth, the day care service facilities were least connected with the relevant authorities. In order to solve the above problems, the following improvement have been suggested; First, it is necessary to classify the users into groups and thereby, provide for diverse service programs. Second, it is deemed essential to create the basic conditions or environment for a variety of services meeting users' needs. Third, it is deemed necessary to foster the professional service personnels as well as the volunteers and thereby, deploy them to the facilities appropriately, while linking them to manage them in a systematic way. Fourth, the day care service facilities need to be associated with the community organizations in order to make use of their supports and provide for quality day care services to the elderly. In this regard, it is necessary to find volunteers, sponsors and new service users.
