老人長期療養保險制度의 問題點과 改善方案에 관한 硏究

Abstract
The population of Korea's aging society is continuously increasing along with a unique historical phenomenon in which the global population is growing due to increased life expectancy. Korea became an ageing society in 2000 and is expected to become a super-aged society in 2026.
This rapid aging is bringing about social problems like increased financial burdens for senior citizens, elderly abuse, granny dumping, and elderly suicide causing the necessity of elderly welfare for senior citizens who cannot live on their own, due to decrement of conductive ability and by senile disorders, like dementia or stroke. For these reasons, through many public hearings and demonstration projects, referencing foreign elderly welfare systems such as Germany and Japan, Korea is operating an appropriate 'Elder Long-Term Care Insurance System' from 2008. 7. 1.
Since this system has been operating for two years, it is a very significant period in which to observe mid to long term welfare policies for senior citizens which prepares for a super-aged society and deducts the problems that we need to understand for the future and examine alternative for problems that we are facing.
Therefore, this research will study cases of German, Japanese and English welfare systems for senior citizens to solve problems that Korea will face in creating a sustainable 'Elder Long-Term Care Insurance System' to prepare for a super-aged society by using Gilbert&Terrell's policy analysis frame. By using these facts, this study will consider improvements of Korean Elder Long-Term Care Insurance System‘s target, service and delivery system.
