Abstract
영문초록 포함|The object of a welfare center for the elderly, which belongs to welfare facilities for the elderly, is provide conveniences that are necessary for the promotion of the elderly's welfare-such as various consultations, health care, cultural activities and entertainment-at a little cost or free of cost. The number of them has been rapidly increased since 1990, but there is little evaluation on them. Therefore, it has been realized the necessity of reconsidering the center's effectiveness, which is a essential requisite for their growing into service delivery organizations as community centers.
For the reason mentioned above, the purpose of this research is making up problems in the organizational effectiveness evaluation of social welfare center as an existing social welfare organization and newly developing effective evaluation model of welfare center for the elderly, which has not been concretely evaluated yet.
In this study, the theoretical basement is on competing values approach. The evaluation model and the constituents of evaluation are developed on the basis of the approach. The actual model is hierarchically composed of 4 evaluation areas, 11 evaluation subjects, 33 evaluation items and 114 evaluation indexes. The opinions of 100 specialists in the area were investigated in the form of questionnaire and 56 of them were used in analysis. After their appropriateness being examined, the local weight of the evaluation constituents was determined by pairwise comparison method using analytical hierarch process(AHP). In addition, the local weight of evaluation constituents of multiple purpose welfare center and small scale welfare center for the elderly were compared.
The results of the study are as follows. First, there is a difference between multiple purpose welfare center and small scale welfare center in relative importance of most evaluation constituents, and the relative priority orders are also different. Second, the evaluation items about collecting data of the needs and wants of the local elderly and residents, providing financial resources, the leadership of the head in a organization and organization members' satisfaction, all of which support the production of services, appear to be relatively more important than the items about the production of services itself. In contrast, the local weight of the items about administration information, and planning and evaluation, was very low.
In conclusion, it is necessary to determine the relative importance for each evaluation constituent to evaluate the organizational effectiveness of welfare center for the elderly. The evaluation model of this study indicates the direction for measuring organizational effectiveness synthetically, and this study shows the relative importance of evaluation constituents should not be determined at one's discretion. Finally, the determination of the local weight of the evaluation constituents and results of the comparison are suggested as fundamental data for the development of welfare center for the elderly.
The biggest limitation in the study is that the subjective judgment may not be excluded completely in selecting the evaluation constituents and in comparing and interpreting the local weight of them. In order to overcome these problems, it should be preceded to understand the exact reality and the present condition of welfare centers. Furthermore, positive verifications of this model is needed.
This study is the first attempt not only in the existing social welfare organizations but in welfare centers for the elderly. Therefore, it is hoped that this study will contribute to the enhancement of organization effectiveness in Korean welfare centers for the elderly by improving the model of this study and by developing more proper and more valid evaluation models.
