老人福祉施設의 運營改善方案에 관한 硏究

Abstract

The purpose of this study is to review the elderly's welfare facilities operated by Gangnam-gu Administration in Seoul and address the problems in-depth and thereby, suggest some new measures adaptable to the conditions of the downtrwn Gangnam-gu in the information-intensive 21st century to improve the operation of the elderly's welfare facilities and thereby, help establish the local autonomous system successfully. As a result of analyzing the functions and uses of the elderly's houses and elderly's welfare centers, it was found that only certain classes of the elderly were using the facilities. Hence, it is deemed necessary to drastically reform the operation of the elderly's houses and elderly's welfare centers in such a way that they may be used not only by intellectual elderly but also by female elderly, In short, a general welfare center for the elderly needs to be established and operated. Based on the above findings, the following measures for improvement of the elderly's welfare have been suggested; First, elderly's welfare should cover not only the minority suffering from poverty, diseases and alienation passively, but also the majority of the elderly positively so as to help them live a better retirement life. Second, without the efforts and will to identify the elderly's problems and solve them internally, the simple external support will be meaningless. In this sense, the policies for the elderly's welfare facilities should be designed to not only satisfy their needs but also improve the functions of the facilities. Third, it is deemed necessary to program the policies for the elderly's houses to spread the effects of the policy in terms of the social werfare. Fourth, in order to fundamentally solve the elderly's welfare problems which have been primarily entrusted with their family members, it is deemed essential to drastically subsidize the general welfare centers for the elderly so that it can operate diverse facilities and programs. Ultimately, such a general welfare center should be operated for each 'dong' in 2010's to help the elderly spend their daytime satisfactorily for happy family life and sound social life.
