노숙자 자활을 위한 원불교의 지원방안에 관안 연구

Abstract

This study is aimed to suggest how wonbuddhism should help homeless to support themselves based on the principle of foundation of wonbuddhism. First of all the concept of homeless, the causes of becoming homeless and the types of homeless will be presented in the view of theoretical point. Second the progress of government policy and service system for homeless in Korea and problems caused during it's process and how to correct and improve it will be presented. Third, homeless supporting programs of other religious foundation will be presented. Then it will be suggested what policy wonbuddhism should establish to help homeless to support themselves and what program wonbuddhism could adopt based on personal and physical resources it has. To support homeless in policy and service of wonbuddhism I suggest followings; The suggestions in policy are; First, the department of charity and public welfare of wonbuddhism should network kyodangs(wonbuddhism churches) and other various institutes including welfare institutes in odor to share their information. Second, the administration of wonbuddhism should see homeless in a new light and establish a self support program for homeless. Third, Each perish should use their physical and human resource and make at least one self-support program for homeless suitable for their local specific character in it's area. Fourth, A social welfare department which plan and supervise welfare business should be set up in an executive office of each perish. Fifth, a social welfare corparation of wonbuddhism should relinquish it's assets and business to each perish. The suggestions in servlce are; First, kyodang(wonbuddhism church) should provide counselling service, temporary housing, weekly convenience, and food. Second, Wonbuddhism should offer jobs for homeless such as agriculture and forestry and help them earn their own living. Third, educational institute should offer vocational education to homeless and help them get self support occupation. Fourth, medical institute should provide medical services for homeless and facilitate their self support. Homeless is the weakest people in this society of this age. Wonbuddhism was founded to deliver all sentient beings suffering in the bitter seas of misery to a vast and limitless paradise. It will achieve it's goal as a religion which is helpful when people live their daily lives when it supports homeless and leads them to be an independent individuals in this society.
