Abstract
Although humanistic and natural features of real estate restrict price formation in the market, in an economic society, importance of real estate is growing bigger. Appraisal of real estate is to complement the distortion of real estate markets' price functions which occur from the features of real estate by professional groups so that it may support the economic system to be stabilized and real estate activity to become smoother. In market functions by professional groups, it is important to guarantee reliability and fairness in the progress and result of appraisal, but appraisal industries that didn't confront well with rapid changes of economic and social environment are now facing negative views of external reliability and fairness.
This research shows if efforts to promote reliability of appraisal industries had an effect by investigating changes of real estate collateral loan and sub-standard loan. Also, by surveying credit loan related workers of commercial bank, effects of procedure changes and recognition of cause of non performing appraisal were investigated.
Among the total loan of commercial banks, through the real estate collateral loan rate and sub-standard loan rate, it was found that increase of real estate collateral loan affects in the decrease of sub-standard loan, and as procedural improvement of real estate collateral appraisal contributes to the decrease of sub-standard loan, it not only affects in promoting soundness of the financial institutions' credit loan, but also procedure change is one of the best ways in promoting reliability of appraisal industries.
Through this research, first, appraisal industries are recognizing the negative views of external reliability and fairness by not reacting initiatively to the external environmental changes so efficient and active efforts to promote reliability are necessary. By finding the cause of negative views, political system improvements to promote reliability and promoting reliability through qualitative improvement of all sorts of works by verifying the effects, fostering work professionalism are needed.
Second, in the appraisal for real estate collateral loan, effects of commercial banks in changing method for selecting appraisers from individual request of bank branches' credit loan workers to requesting together by credit loan department of the bank head office, and introducing price deliberation system which installs independent auditing department and examines every appraisal document have lowered the possibility of non-performing appraisal so that commercial banks' soundness were improved and this procedure change not only helped financial institutions but also helped in the improvement of appraisal industries' external recognition.
Third, the best judgment criterion of appraisal is the qualitative level of appraisal document. Thus, in price determination which is the result of appraisal, by having thorough analysis, professional knowledges of price calculating opinion, and objective explanation for appraisal clients' to easily understand, professionalism must be heightened to exclude injustice pressures and unofficial requests.
Fourth, as non-performing appraisal highly affects in the drop of reliability, injustice pressures from the clients or the persons concerned which are judged as the biggest cause of non-performing appraisal must be blocked and systematic improvements for displaying abilities as professional workers are needed. Appraisal needs fairness which must not be one-sided, but current appraisal work is done by clients' leverage because of the competition of obtaining work orders and agreement between clients and commission payers. Eradicating the root of the problem through systematic improvement is necessary.
