勤勞女性의 福祉政策에 關한 硏究

Abstract
The final goal of economic development will be to make a society that can guarntee the labors to have satisfaction and happiness. In terms of welfare, not only in Korea, but also in most developing contries, the welfare of the labors, specially female labors, is easily to stand on after basic economical goal which is mainly for food, housing and clothing.
But very often, it makes the productivity lower, the speed of economic development lower and democracy of the country damagable.
Recently the people started realizing the importance on the welfare of female workers but still it is not enough.
The welfare of workers must be considered very inprotant for high productivity in industry and for unification of various thinkings from various classes of people. This study will survey and focus specially on female workers' welfare policy in our country. Also this study will point out the actual problems that female workers are facing with and suggest how to solve these problems so that female workers may get better welfare.
The way how to approach for this study will be to collect and analyze all information from domestic and many foreign countries with documentary study method. In order to add on insufficience of documentary study method, this study will also include the interview with female workers on every different field of industry.
This study found out the following problems after surveying on wage, working hours, and working condition of female workers;
1) Very few Job opportunities and unstable positions on their jobs.
2) Both duties on Job and housewife.
3) Bad working condition.
4) Less professionalism.
5) Limitted working hours.
6) Considered as an only worker, not as a female for bearing babies, raising babies and educating children.
Many specialists say; The female workers have devoted themselves to Korean economic development, specially labor intensive industry, through their low wage since Korea started making a economic boom with exportation after World War II, but now the trend of female labor supply is changing for new stage according to high education and high income level.
Young female with higher education are trying to escape from manufacturing job and find more easy job-office work. Therefore married women can have more job opportanity. Accordingly the married female will rapidly take more parts on the labor supply, so this study suggests the followings for employment of married and unmarried women.
1) Changing the philosopy to improve their own ability and to be treated equally as female workers.
2) Help from government for equal wage, equal working condition, equal opportunity and equal treatment.
3) More strong labor union for supporting labors' welfale.
4) Guarantee by law-payment for pregnancy health checking, labor hour, better working condition payment for parturition, birth, childcare-because all about babies is not only for themselves but for the nation.
5) Many supports from government, company, society and their husband-public, private, home facilities.
6) Job training, counceling and government inspection of working condition for female labors.
7) Hiring the professionalist for female workers' psycological, emotional problems and all kinds of welfare problems.
This study suggested the aboves for female workers' welfare, but the most important thing is that the female workers must participate in decision making stage for themselves.
Finally the fundamental problem is that our society has not treated male and female equally. We must chang our society's traditional philosophy an female. In order to do that, we have to do our best to correct the education system of home and school for female.
