國民年金基金의 運用方案에 관한 연구

Abstract

The Nation Pension Scheme is one of social insurance systems which objective is to provide pension venefits in contingency of old-age, disability or death of bread winner with a view to contributing to the stabilization of living and to the promotion of welfare of the nation. The number of insurants and the amount of the Fund in the National Pension Scheme are rapidly increased since implemeting in 1988. The great amount of the Fund will have much effect on the national economy and the stability of the pension scheme according to the method of investing. The sector of the Fund investment are public, banking and welfare. It could be invested to improve the efficiency of the national economy and to secure the stability of the Fund by distributing the resources system atically and balancingly. We are recognizing the necessities of investing the Fund in welfare facilities as an alternative, especially a hedge against the inflation risk, considering getting reduced the sector of public and downgrading interest rates. The insurants are getting suspicious of that scheme which is on the basis of accumulation fund raising system, because of the long term difference between contributions and benefits. Therefore we have to invest in welfare facilities for giving visible and real benefits to the insurants. The welfare Facility Plan of the scheme is implementing on the two sector of the National Pension centers and the welfare resort facilities. That Center Plan has been beginning since 1991, and that resort facility Plan was begun in 1994 and finished on sep. 27. 2000. Especially the Center Plan through buying and building them raises work efficiency and real value on the Fund through securing office rooms on investing real estates. Thus that Plan is very desirable of upgrade the positive image to the nation. That Plan is on the early stage. We have to manage it efficiently as well as to secure the Pension Centers and facilities. On considering the situations, this study is to explain the necessities of the Pension Centers and functions. Through that, the study is also to suggest the way of the Plan by examining the present state issues. The greatest problems of it are unfaithful preparation for implementation, unreasonable regulations against the scale of the centers, and no alternatives for the establishment and establishment and operation of facilities. That problems restrict us to the efficient using of the land and centers. This study will verify the regulatory problems of constructing the centers comparative to non regulatory other pension center construction, scale of a center. This study is to suggest the model of the pension center plan for establishing and operating it. We have to manage that plan on the early stage, more efficiently by continuing verification and coordination.
