Abstract

The purpose of this thesis is to provide methods to improve consciousness of national security in the 1990's when changes in international environment are extremely rapid. To achieve this purpose, a thorough research was done with empirical data journal and other printed materials. National security can largely be divided into two sectors; one domestic and the other international. As far as the national security in the international arena is concerned, the current confronting situation between the North and South Koreas, National securities of neighboring nations, and defense policies of the United States greatly influence the sense of national security in Korea. In the arena of domestic security, the domestic political situation and the consciousness of national security that the people have influence can be discussed. Recently with respect to the national security problems, the people put greater emphasis on the domestic stability than on the international threats. Their tendency of consciousness, however, gets rather weakers with regard to the anti-communism's consciousness and the reunification problems. Moreover, though they recognize the importance of the national security, concrete plans for that are not clear and their trust in government on the increase of the military power is not enough. On the basis of the various changes of consciousness and environment on the national security that we have already discussed, I will put forth some suggestions on the improvements of the people's consciousness of the national security as follows; First, for reinforcing the consciousness of the national security, the open policy of the national security administration is required. Second, wide respect to the consciousness of the national security, basic tenets of the national security administration that the national security policy should be supported by the people's consensus. That is, all the information on the national security should be open to the public to gain the trust in the military, the government should be active in the education of the national security, and the people's participation in the policy - making process should be encouraged, for example, open-discussions. Third, the government should let the people know the exact situation of the North - South military confrontations. Forth, the government should put forth the maximization of the economic growth and the technological innovation as important ways to reinforce the national security consciousness. In conclusion, the method of national security can be established by a thorough evaluation of both the present and the future to eliminate any uncertain future threats. In addition, based on the evaluation, actively pursuing policies to improve consciousness concerning national security will prove to be effective. I sincerely hope that my research would be a bit of help to those who will continue their studies in this area.
