敎員停年短縮이 初等敎育에 미치는 敎員의 認識調査 硏究

Abstract
The purpose of this study was to identify teachers' perception on the educational field in relation to what problem the reduction of teachers' retirement age brought to schooling and what effect it had on their speciality, the human relations between educational community, their morale and job. Chi-square test was conducted to make a statistical processing of data and the degree of significance was tested at the levels of P<.05, P<.01 and P<.001.
Based on the study results, the following conclusion was drawn:
1) Teachers' perception on the educational field after the reduction of teachers' retirement age showed that the educational policy resulting from the shortened retirement age of teachers had a great setback in demand and supply of teachers, which in turn led to the occurrence of the vacancy of teachers and had an effect influence on the violation of students' learning right. It was found that government's emphasis on consumer-centered education dropped teachers' sense of pride and mission.
2) An attempt was made to investigate the effect of teachers' shortened retirement age on their speciality. As a result, it was found that the problem derived from the flexibility policy for teachers giving no consideration to the peculiarity and speciality of elementary education had an effect on the quality of education. And it was found that the increase in the number of students per class became the insufficient basic educational condition for teacher and student to cultivate their human nature through their personalized meeting, worsening the aesthetic relationship between teacher and student. On the one hand, previous studies reveal that the reason that teachers have the loss of the persistent desire due to the limitation of guidance and teachers' retirement age should come back to 65 years old is "its contribution to the lack of human-nature education". This implies that the reduction of teachers' retirement age has the greatest effect on children's guidance and human-nature education.
3) It was found that the number of students per teacher and the excessive hours of school generally increased the undesirable human relationship that teachers are unwilling to intervene and involve themselves in others' business. But the mutual teaching-learning relationship between teacher and student is improved. And the elevation of parents' trust in teachers is interpreted as the restoration of trust between members on the educational community in a mutually complemental position by showing respect for teachers as the specialists in education and making students' parents aware of the fact that desirable education is difficult without their parents.
4) The amount of teachers' workload is increasing as request for materials directly little related to education made by the outside body to the unit school becomes diverse and expands. The number of students per class and the amount of document distribution between educational office and school are not decreasing, which imposes school burdens on teachers and impairs regular school activity. Consequently, it is thought that the reduction of teachers' retirement age and their total workload will drop their morale and desire for job.
