- Abstract
- 1) This study is intended to provide a basis material for the operation of welfare for teachers by inquiring into the socioeconomic status of teachers perceived by people.
As a result, the following results were obtained;
When an inquired was made into their satisfaction with the teaching profession, they responded that it was in order of their worth felt in education and its suitability for aptitude. It was found that though teacher themselves might commit themselves to educational activity with a sense of mission they did not feel satisfied with their current socioeconomic status. They responded that the reasons that they are respected in a community are the importance of education and the status of teachers.
It was shown that children's parents were perceiving the teaching profession as the honorable profession, but as they tend to regard it as one of occupations, it can be seen that the
professional nature of education is being lost.
2) Teachers considered the teaching profession to be low or similar in comparison with other occupations in terms of teacher's social status, and female teachers perceived the teaching profession to be slightly higher than male teachers. And it was shown that both female and male teachers perceived themselves to be lowly treated in terms of ceremonial treatment.
Children's parents perceived teacher's educational authority to be lowered or improved, which indicates the opposite opinion. They perceived schooling to be education oriented to admission into higher school and education for knowledge transmission, not education for character-building, which implies that schooling for the whole man is not accomplished. Nevertheless, seeing that more than 70% of them would agree if their children chose the teaching profession, it implies that the perception of children's parents on the teaching profession is not so dark.
3) Teachers responded that it should be the first task to foster the climate of respecting for teacher to enhance specialty in terms of the improvement in the quality of the teacher, followed by the development of teaching-learning methods, and they showed that improvement in economic treatment, improvement in the social status, several benefits given to teachers' college, and so on should be accomplished in order so as to prevent superior human resources for avoiding the teaching profession as life-time job.
Children's parents pointed out that the reason for the qualitative degradation of the teacher was in order of the avoiding phenomenon of the teaching profession, poverty of teachers' education, and the inadequacy of treatment. And they responded that the phenomenon for superior human resources to avoid the teaching profession was due to the degradation of the socioeconomic status, the change in the vocation-view and so on in order. They responded that the plan of securing superior teachers includes improvement in the social status of the teacher, the reinforcement of teachers' education, improvement in the economic treatment of the teacher, etc. in order.
4) In a respect of working conditions, teachers responded that the most urgent necessity would be in order of the mitigation of the burden of miscellaneous duties, the expansion of the well-being facility, and the mitigation of the burden of classes so as to improve the working condition. They said that the burden of their services was excessively heavy because they rarely or frequently performed miscellaneous duties other than the regular working hours. And they perceived that the welfare facility was very poor. This indicates that the working condition for teacher is very degraded.
5) In a respect of the activity of the teachers' organization, teachers responded that teachers' organization was actually not working for teachers, was playing a role in standing for teachers, and never working in order, which indicates that the Korean Federation of was Teachers' Association is powerless.
6) In respect of teacher's enumeration, teachers responded that it was lower and similar in order in comparison with that of other jobs. They responded that the salary system should be most urgently resolved in order of the raise in the basic salary, and the expansion of the difference in the salary class, and perceived that the retirement allowance in the pension plan also was insufficient. This indicates that a problem exists in the pay system and the pension system.
Children's parents responded teacher's income was similar to, lower than that of other jobs. They said that because teachers were tempted by non-educational business and so came to lose a sense of mission as the honorable profession, so they wish that the educational authority will have to attempt the optimalization of teacher's pay.
7) In respect of the medical insurance system, teachers responded that the frequency of their visiting the hospital a month was rare, never, and frequent in order. And they responded that the problem in the current medical insurance system was in order of the lack of benefits to long-term and heavy diseases, excess of the insurance premium, dissatisfaction with the result of medical treatment, and the lack of hospitality and sincerity in medical care.
8) In respect of the system of reducing and exempting educational expenses, teacher with college students responded that most of them were financed by the financial institution for their children's educational expenses, which indicates that the burden of their children's educational expenses is great. And it was revealed that they wished that the system of reducing and exempting educational expenses currently applicable to the high school would be extended to college.
9) As for the guarantee system of teacher's status, teachers responded that it was insufficient, and did never exist in order. This indicates that teacher's status is currently at a state that is is not socially guaranteed and so is very unstable.
