ISO 9001 품질경영시스템의 중소기업 생산시스템 적용 방법론

Abstract

산업구조는 제3차산업에서 제4차산업으로 넘어가는 과정을 격고 있다. 전환과정은 언제까지 될지 알 수없지만 아무튼 우리 산업 주변 환경은 급속한 변화 속에 있따. 기업이 생존하기 위해서는 각종 무역 및 기술 장벽을 넘어야하고 수요보다 공급이 넘치는 시장 속에서 기업이 살아나려면 국내시장 뿐아니라 국제시장에도 더욱 더 시장개척을 해야한다. 그래서 많은 기업체등은 국제적으로 통용되고 있는 ISO 9001 품질경영시스템을 도입 운영하고 있다. 물론 국내 중소기업은 자발적으로 기업의 수준향상을 위해 인증을 획득하기도 하지만 고객의 요구에 따라 또는 회사의 이미지 개선 등을 위해 ISO 9001:2015 품질경영시스템을 제3자 인증기관에서 받고 있다. 여기서 많은 50명이하 중소기업들은 회사에서는 조직상황이 충실히 반영되지 않는 상태에서 형식적으로 인증을 받고 있거나 고객의 끊임없는 실시를 통해 생산시스템은 적절하게 유지되고 있으나 구축된 품질경영시스템이 실행되고 있는 업무 프로세스 및 생산시스템이 일치하지 않은 상태에서 운영되고 있다. 따라서 본 연구는 중소기업이 품질경영시스템을 운영되고 있는 경우나 앞으로 품질경영시스템을 구축할 경우 “ISO 9001 요구사항에 생산시스템을 어떻게 적용하는 것이 적절하가?”에 초점을 맞추어 적용방법론을 연구하는데 목적이 있다. 연구방법은 ISO 9001 품질경영시스템의 요구사항 중 생산시스템 관련 운영부문에 무엇을 중소기업에서 해야 하는 가를 살펴보고 또한중소기업에 적합한 생산시스템의 방법을 제시하고 타당성 및 문제점 등을 살펴보고 중소기업이 품질경영시스템 구축 및 개선 시 도움이 되고자한다. 본 연구는 소개된 생산시스템이 반드시 적합하다고 제시하는 것은 아니다. 따라서 중소기업의 품질경영시스템이 실질적으로 잘 운영될 수 있도록 참고가 될 것을 기대하면서 연구를 하였다.

The industrial structure is intensifying the process of moving from the tertiary industry to the fourth. It's hard to tell how long the transition will last, but the environment around our industry is in the midst of rapid change. Companies must overcome various trade and technology barriers to survive, and if they want to revive the market amid a market that has more supply than demand, they must make further market changes not only in the domestic market but also in the international market. Therefore, many companies and others have introduced and operated the ISO 9001 Quality Management System, which is widely used internationally. Of course, Korean small and medium-sized companies voluntarily obtain certification to improve their corporate quality, but they receive ISO 9001:2015 quality management system at the request of customers or for improving the company's image. Many small and medium-sized companies are certified in a perfunctory manner by the company without faithfully reflecting the organizational situation, or their production systems are properly maintained through the continuous implementation of the client, but the work processes and production systems in which the established quality management system is implemented are not consistent. Therefore, the purpose of this study is to study the application methodology by focusing on "how is it appropriate to apply the production system to the ISO 9001 requirements when small businesses are operating a quality management system or if they will establish a quality management system in the future?" The research method is designed to help small businesses establish and improve the quality management system by examining what they should do in the production system-related operating segments of ISO 9001 and also by suggesting methods of production systems suitable for small and medium businesses, and by examining feasibility and problems. This study does not necessarily suggest that the proposed production system is appropriate. Therefore, the research was carried out in the hope that the quality management system of small businesses would be actually well managed.
