북한이탈주민 자영업자 세무대리서비스 품질 향상 방안에 관한 연구

Abstract

본 연구는 북한이탈주민들은 익숙한 생활방식을 버리고 생사의 위험 을 무릅쓰고 남한에 정착한 사람들이다. 특히, 북한이탈주민 대다수는 기 본적으로 자본주의 시장경제를 경험해 본 적이 없다. 따라서 대부분의 북 한이탈주민 자영업자들은 영세한 개인사업자들이 대부분이며, 성별로 여 성 북한이탈주민의 비중이 75.54%를 차지하는 관계로 여성 사업자 비중 이 높고, 연 매출이 1억 원 미만인 사업자가 대다수이다. 이에 본 연구는 북한이탈주민 자영업자들이 남한사회에 정착에 일조 하기 위한 일 방안으로 북한이탈주민 자영업자 세무대리서비스 품질 향상 방안을 제시하는데 있었다. 본 연구에서 분석된 북한이탈주민 자영업자 세무대리서비스 품질 향 상 방안 연구결과를 요약하면 다음과 같다. 첫째, 북한이탈주민 자영업자들에 대한 국내외 연구가 일천한 상황에 서 북한이탈주민 자영업자 세무대리서비스 품질 향상 방안에 대한 연구가 새로운 각도에서 선구적으로 이루어졌다는 점에서 큰 의미를 부여할 수 있다. 둘째, 북한이탈주민 자영업자들의 세무대리서비스 품질 성과를 높이 기 위해서는 무엇보다도 (1)전문성, (2)신뢰성, (3)유형성, (4)대응성 요소 가 매우 중요함을 밝혀 내었다. 셋째, (1)전문성, (2)신뢰성, (3)유형성, (4)대응성 세무대리서비스 품 질 요소 중에서도 북한이탈주민 자영업자에게 영향을 미치는 요소는 (1)전 문성과 (2)대응성으로 분석되었다. 넷째, (1)전문성과 (2)대응성 중에서도 북한이탈주민 자영업자에게 보 다 절실한 세무대리서비스 품질 요소는 대응성임을 확인했다. 다섯째, 그렇다고 해서 세무대리서비스 품질 요소 중 유형성과 신뢰 성뿐만 아니라 확신성과 공감성 등 품질요소를 등한 시 해서는 안됨을 암 묵적으로 시사하고 있다. 이와 같이 북한이탈주민 자영업자의 세무대리서비스 품질 향상 방안 에 대한 의미 있는 연구에도 불구하고 본 연구는 북한이탈주민 자영업자 들의 세무대리서비스 품질 향상 방안에만 주안점을 두고 연구가 이루어졌 다는 한계점이 있다. 따라서 후속적인 연구에서는 북한이탈주민 자영업자 들의 비즈니스 모델, 생산관리, 인사관리, 정보시스템 도입 등 다양한 경 영분야에 대한 연구가 폭 넓게 이루어지기를 기대한다.|Escapees from North Korea have settled in South Korea after having escaped from the North, risking their lives and abandoning the lifestyle they are familiar with. In particular, majority of escapees from North Korea fundamentally have not experienced capitalistic market economy. Therefore, most of the escapees from North Korea operating own business are small business operators with high proportion of females, accounting for 75.54% of escapees from North Korea operating own business, and annual sales revenue of less than 100 million KRW. Accordingly, this study is aimed at presenting the means of improving quality of tax consultation service for escapees from North Korea operating own business as a way of making contributions towards more harmonious settlement of escapees from North Korea operating own business in South Korea. Summary of analysis results of the means of improving quality of tax consultation services for escapees from North Korea operating own business analyzed in this study are as follows: First, this study is highly significant in that study on the means of improving quality of tax consultation services for escapees from North Korea operating own business was carried out as a pioneering research from new viewpoint under the current situation of shortage of domestic and overseas researches on escapees from North Korea operating own business. Second, it was disclosed that elements including (1)professionalism, (2) flexibility, (3) reliability and (4) responsiveness are very important to elevate the performances in improving the quality of tax consultation services for escapees from North Korea operating own business. Third, among the quality elements of tax consultation services including (1)professionalism, (2)flexibility, (3)reliability and (4)responsiveness, it was determined that factors that affect the quality of tax consultation services for escapees from North Korea operating own business are (1) professionalism and (2) responsiveness. Fourth, between (1) professionalism and (2) responsiveness, it was confirmed that responsiveness is the quality element of tax consultation services that is needed more urgently by the escapees from North Korea operating own business. Fifth, in spite of such urgent need for responsiveness, there is implicit suggestion that not only flexibility and reliability, but also confidence and sympathy among the quality elements of tax consultation services must not be overlooked. Although this study is significant in having presented means of improving quality of tax consultation services for escapees from North Korea operating own business, it has limitation as the study was conducted on the means of improving quality of tax consultation services for escapees from North Korea operating own business through the analysis of the effects of the quality of tax consultation services on tax consultation service performances. Therefore, it is anticipated that broader researches on diversified management areas including business model, production management, personnel management and introduction of information system, etc. of escapees from North Korea operating own business will be executed in the follow-up studies in the future.
