한국 방위산업의 획득관리체계 발전방안에 관한 연구

Abstract

Even though many companies in foreign defense industry have been faced with financial difficulties since the end of cold war, they are being reformed through undertaking merger and restructuring. Over last 30 years, our defense industry has accomplished great development through strong support of the government and the active participation of defense industry companies during a relatively short period of time. However, our defense industry didn't still reach the original goal which is to reach the advanced military techonology and establish the base of a defense industry. This can be explained that it has been caused by an easy attitude of all defense industries and government which always coped with short-term temporary way against North Korea's actual threat without fundamental improvement for the essence of the problem that Korean defense industry has faced. Therefore, If there is no bold political innovation about achievement of weapon system and defense industry, unfortunately all defense industry bases that have been constructed will be collapsed. Moreover, the activation of research and development is urgent to ensure the self-generation power of domestic defense industry and international competitiveness in 21th century international defense industry environment. Hence, this study tries to show the suitable policy direction for our domestic defense industry environment through examine the various cases of many advanced nations to activate our defense industry in research and development policy side. First, the problem of domestic defense industry shows that even thought our army has general skills to develop the weapon system in hereafter, we are not capable to achieve core skills to develop the weapon system. Especially since our level of defense industry technology is low, it is the most urgent problem to prepare the countermeasure. Therefore, after analyzing research and development polices of defense industry in advanced nations, we come up with following ideas to solve the various problems of our domestic defense industry. First, we should change the power acquisition paradigm into the domestic development. Meantime, the Defense Ministry has introduced high-tech weapons by 'Outside the country introduction' method because of the domestic defense industry technological level and right acquisition time. In addition, it brought results our domestic research and defense industry to lose the opportunity to develop, and our government repeated vicious circle cycle to select 'Outside the country introduction' method at next business term. If such vicious circle cycle is continued, there will be no future for our army. Therefore, even though domestic development may cost more money and time, we must transform the electric power paradigm to 「accumulation of technology, domestic development and construction of defense industry company foundation」 Second, we should establish the proper time military strength of the weapon system. Considering IT development tendency, we should execute the expansion of people and country combined technology development, ensuring right time military strength and conversion of the performance style standard of defense specification. If we execute in this way, we will be able to acquire faster, cheaper and wiser forward-looking weapon system. Third, it is internationalization of defense industry. We should establish middle-long term strategic relationship with high-tech defense industry of advanced nations through maximum use of the opportunity such as easy in export utilizing defense industry, upbringing of defense industry expecially in parts and off shore purchase of our weapon system. Finally, even though the government make every effort to do in high-tech weapons research and development and policy propulsion for independence development of a military technology, it may be difficult to show the effect without the effort and cooperation of defense industry. Therefore, we should participate in defense industry with sense of mission that defense industry is forming stem of national security and able to do central part in future oriented 'Vanguard information · technology county'. Also, we must consider required new technology development and quality for high-tech weapons, cost-saving plan for price competitiveness security and self market reclamation etc.
