Abstract
The private investment project(BTL) in Korea is designed for pulling together with non-official creativity and efficiency by letting non government organization construct and operate social infrastructure traditionally constructed and operated by government budget.
In particular, unlike BTO(Build-Transfer-Operate) method which recover investments by collecting a rental fee from users, the BTL method helps enhance stability of recovering investments by government's paying for management fee and rental fee in the businesses where it is difficult to impose a rental fee to the end-user and recover investments, which significantly decrease the risk on recovering investments, expand participation of financial investor by guaranteeing consistent investment profits in the long-term, there by contributing to revitalizing such businesses which is low in feasibility as educational facilities, military facilities, museum and sewage pipeline business.
However, unlike initial purpose of providing quality service by utilizing creative and efficient adminstration method from non-official organization, the impractical price competition between construction investors leads to insolvent operation and construction on target facilities and has negative effect on creating the profit by asking for investors'(CI, FI, OI) additional financing, which causes financial investor to avoid participating in projects.
To complement the said problems, efficient private investment project method is suggested in the following through case analysis of BTL project on sewage pipeline in A county, centering on the role of construction investor presiding business participation and developing private investment project.
First, it is required to attract and secure financial investor who can share business risk and profit by collecting and analyzing the participation case of private investment project from financial investors at home and abroad.
Second, the construction investor should develop experts at finance and accounting department inducing investments from financial investor and reflecting profits of construction investor in negotiating monetary circulation.
Third, the construction investor should secure business management ability to calculate economical private investments based on differentiated design and construction plan and complete target facilities in time through accumulated experiences and know-how.
Fourth, it is required to develop evaluating management system which helps evaluate service level of professional adminstration company to enhance business efficiency and provide quality service by exchanging and imposing penalty in case the service is not that good enough to reach the certain level.
