Abstract
As a new trade environment under the World Trade Organization(WTO) system, on the verge of the 21st century, is surrounded with critical competitions among countries in the world pursuing the leadership within the reorganized economic concepts, the focus of global economy tends to move from military power-centered to the power of economy and technology capability of the country.
In particular, the Science Technology not only becomes core of economic, military, and diplomatic power, but has a critical role in national development.
The purpose of this study is to find facts, under the lack of national resources, for effect ive Research and Development(R&D) coping with various needs for the new century, to provide barriers and course of actions in connection with technology transitions from defense to civil sector, and to develope all possible ways for streamlining acquisition of the dual-use technology through Defense Offset Trade by harmonizing respective role between the two sectors.
The scope of this study is limited only to the Defense Science Technology which may be obtainable by the Offset Trade among other various methods. Likewise, using many documentations as well as case studies on the way of this study for acquiring the required technology in an efficient manner resulted in following conclusions ;
First, in order to solve problems arising from low utilization of defense technology with poor follow-on management, a Configuration Management System with a strong cooperation between the Defense industry and the Agency for Defense Development(ADD) must be established to be possible for developing peculiar models with upgrade works on the technologies already acquired.
Second, more prudent Make-decision on the potential projects for domestic weapon system development and accurate predictions and requirement for the technology needs is required to exclude the technologies which may be kept idle on stock due to the lack of linkage between the original development and that of the follow-on.
Third, the duplicate in investment creating wastes of esources and stemming from the lack of organic cooperations among industries, educations, institutions, and military needs an infra-structure for information management that collects and stores all technical data and information in a systematic and collective manner.
Fourth, to build up an official Technology Classification System on the Defense Science Technology by weapon system, a continuous leveling and classifying monitoring has to be adopted and the usage of technology needs to be raised through accurate determination on the technology requirements.
Finally, to break up the barriers on technology transitions to civil sector, commercially accepted specification is rather adopted than the defense unique specification, once it has been proved to be advantageous in terms of quality and reliability of the item.
In addition, this study analyzed current problems in the Defense Offset trade and found out the following solutions which can lead an ultimate utilization of the method;
First, in order to invite competition between the United States regulating the offset as one of the Unfair Trade Practices and the European countries offering more attractive and aggressive proposals, a strategy diversifying weapon procurement sources is required.
Second, to enhance the role and policy of the offset program not only in the military area also in the civilian sectors with the separate department of offset program.
Third, it is necessary for us to change the defense policy for overcoming the IMF economy crisis and deal ing successfully with technology protectionism in the twenty-first century, we should revise the chapter 32(priorities) in the current Regulations Concerning Defense Acquisition and encourage the technology transfer by foreign contractors through adjustment of the priority of the dual-use technologies as the "A" category.
Also We have to study the role of Offset Program in the long term plan with the reasons. i) it is an important means to gain technology without any friction to other countries under the WTO system. ii) it will be contribute to the industry development and economy growth.
