군수품 품질보증제도 개선을 통한 사용자 불만 최소화
- Abstract
- Since 1980's, the state-of-art weapons and their repair parts have been deployed in the Korea military. However, user's dissatisfaction have been issued consistently despite of the effort to assure and improve the quality of military supplies. In case that user's dissatisfaction occurs, it is necessary to recovery the dissatisfaction and to prevent occurrence again next time. However, the most important point is collect and analysis the root of user's dissatisfaction constructing the network to share information between the related governmental agencies and military suppliers. In accordance with it, this study describes several schemes to minimize user's dissatisfaction heightening the Defence Agency for Technology and Quality's role. As a result, improvement on DTaQ's organization and function, quality assurance system and procurement policy are proposed as follows.
1. Independence of military quality assurance agency
DTaQ was established on 2006.2.2 as a military quality assurance agency. However, DTaQ is controlled under the DAPA and it may cause interference with objective quality assurance activities of DTaQ. Therefore, it is needed that DTaQ should be independent government agency under Ministry of National Defence. In addition, DTaQ's manpower should be transferred to government official to sure responsibility and authority of the manpower.
2. Establishment of military service centre
Active service to the military with military service centre should be needed. The centre would consist of the professional manpower whose career is over 20 years and the chief of the centre would be a retired general class officer. The centre is able to be the herb connecting the military with military suppliers and the channel to collect quality problems from the military.
3. Enforcement of QPL/QML and risk management
Recently, the amount of meterials has increased and the manpower of the quality assurance agency has decreased continuously. In this environment, the quality certification system for products(QPL/QML) and risk management system must be enforced in full-scale to control the quality efficiently.
4. Establishment and management of a novel defence procurement organization
A novel defence procurement organization under the Ministry of National Defense should be established to examinate and correct contracts between the government and military suppliers. This organization consists of DAPA, DTaQ and military forces' personnel to solve the roots of user's dissatisfaction.
Above suggestions can be realized sufficiently if much effort is put in with short- and long-term policies available. In the future, studies must be carried out on synthetic consideration and analysis on the defense procurement system.
Through minimizing user's dissatisfaction as described in this study, the armed forces' fighting power can be enhanced.
