Abstract

The purpose of this study is to suggest the better ways for acquiring information on procurement of military materials from abroad for national defense. For that purpose, the study reviews the process of foreign procurement that is classified into the Foreign Military Service and the commercial purchase. It explains and compares the country's foreign procurement systems with the systems for acquiring military materials of several developed countries, through the reviews and comparisons, the study identifies various problems in the foreign procurement system of the country and triesto suggest the ways for resolving them. The ways suggested to improve the process of acquisition of foreign military materials are expected to be helpful in creating the greatest national defense power with the minimum investment of national defense budget. This study employs a descript ive research method. Because of the unique characteristics of data in the field of procurement of foreign military materials, it is not easy to conduct empirical research under the current situations in this country, development of a theoretical and/or an analytical model for suggesting a method that could be used to acquire effectively purchase informal ion on defense procurement from abroad is also difficult due to the lack of relevant existing research. Under the limitations of this kind, the study has tried to describe in depth the problems within the present process of defense procurement from abroad based on literature review, analysis of relevant data, and personal experience in foreign defense procurement.
