Abstract

Considering the Current national Security situation and military threats, defense industry is the source of defense capabilities, also it is the key element. Additionally, by stimulating defense industry, we can establish self-reliant defense system as well as improve our nation's economy and its competitiveness. To stimulate defense industry, the government is continuously working on investing in R&D and supporting private enterprises, etc. However, this can't be compared to that of developed countries. First, Compiling defense budget that isn't appropriate to the current national security situation and R&D investment to develop distinctive weapon system are in the low level. Also, assuring major domestic technology capabilities have been limited as pursuing oversea-centered acquisition project in a short period of time because early FOC(Full Operational Capability) and domestic R&D/production capacity were limited and a lot of money is being spent to maintain equipment form overseas. There aren't many experts engaged in defense industry and support system to export defense industry assets to overseas is in the low level. These issues from minor area have leaded to lowering the operating rate of defense industry enterprises and export rate even when importing from overseas. Therefore, to stimulate defense industry, defense budget has to be organized appropriate to the current national security situation, promote domestic R&D in the long term, assure major technology capabilities through joint R&D along with eclectic trade and improve the operating rate of defense industry enterprises. Moreover, to specialize the personnel who are doing defense industry missions, a new training system has to be introduced and by sharing information in real time among defense industry enterprises, exporting countries, government-related agencies and automating all work process, the basis for export has to be established.
