韓國의 대테러리즘 發展方向에 관한 硏究

Abstract

Even though terrorism is one of the most serious issue that international society faces these days, general definitions about terrorism still do not exist. Although many scholars and specialists have done many researches and put much effort for definition about terrorism, the meaning of terrorism is still indistinctive hence the definition has not been found yet. Moreover, when excluding the point that terrorism prohibition agreement is unable to be completed in international society even after 9·11 terrorism. We can realize that it is difficult to find the solution to confront terrorism. On the other hand, including the united states of America, countries all around the world requires information analyzation about the terror threaten and enormous changes against terrorism. Thus countries all over the world share the information to defend themselves and control terrorism. However, by skills and scientific development, terrorism has spreaded all over the world and especially terrorist scientifically put that informations and knowledges practically, therefore the problem is getting bigger and bigger. There are many types of terrorism such as using nuclear weapons, chemical weapons, high technology cyber terrorism and narcotic terrorism. Recently, the number international terrorism has increased, so preparations solution is becoming more serious. From now on, every country understands terrorism as war hence terrorism tactic is now more general training in military. Especially, Republic of korea is revealed to terrorism by economical improvement which caused lots of overseas training, korean people which foreign citizenship and working overseas, and by the social and cultural environment which caused of the pathology phenomenon, similarity terrorism crimes, multicultural society and so on. However, Republic of Korea has still not done institutionalization and internal the relevant authorities therefore this is inadequate to defend themselves against terrorism. Thus to prepare a countermeasure, Republic of korea should prepare systems and law now; First of all, Republic of korea should create an organization which is employed professionally against terrorism when system and operation errors occur. Secondly, the law related to terrorism should be improved. Nowadays, national terrorism opposition organization is inadequate to prevent terrorism. Also, there is not enough solutions to make changes which is helpful against terrorism. This problem must be legally approved. Moreover, there should be adequate information about new terrorism. The best way to prevent terrorism in 21 century is to defend the nation before terrorism occurs. In addition, citizens should think about terrorism in a more serious way. Terrorism can not be prevented only by the government. Hence every single person should have interest in terrorism education and intention about it. Lastly, military has to work on their strategies against terrorism. Recently military has inadequate skills and experiences related to terrorism thus tactics do not work properly. Also there is not enough military organizations professionally work on terrorism which causes limitations to Army, Navy, Air force, Marine union, Public-Private cooperation. In conclusion, Republic of Korea should develop a national defence against terrorism. People have to think more seriously about terrorism and increase their view. This can succeed with the Republic of Korea becoming able to support against terrorism even overseas.
